Position: Human Resources Manager
Department: Human Resources & Administration

1. JOB TITLE: HR MANAGER

Reports to: Head of Human Resources & Administration

Overall purpose of the job
Reporting to the Head of Human Resources and Administration, the job holder shall be responsible for implementation of the Bank’s remuneration policy, employee relations and welfare, staff recruitment and placement, training and performance management and ensuring the overall maintenance of personnel records.

Duties and responsibilities
  • Develop and monitor the Bank’s HR policy, practices, and procedures and ensure that these are in line with the industry and in accordance with the Rwanda labor regulations and best practices;
  • Manage the Bank’s staff recruitment, placement and induction process for newly recruited employees;
  • Ensure that all employee records are properly maintained and up-to date;
  • Develop and implement the Bank’s remuneration policy, staff payroll and benefits administration;
  • Authorize employee remuneration payments in the system and manage the Bank’s compensation and employee benefits programmers;
  • Evaluate and review staff loan applications;
  • Manage negotiation of service level agreements with the Bank’s service providers including hospitals and insurance brokers;
  • Oversee employee relation initiatives including administration of staff surveys and internal communication projects.
  • Liaise with the Head of Human Resources and Administration to address staff disciplinary issues and coordinate disciplinary procedures in line with the Bank’s policy;
  • Oversee staff welfare matters including guidance and counseling, health and safety and visiting staff in hospital;
  • Assist in conducting review and development of the Bank’s organizational structure and related processes such as job design and manpower forecasting to accomplish the Bank’s goals and objectives;
  • Develop and manage the Bank’s employee training and development programme to ensure the desired level of knowledge and skills for groups and for individual employees is acquired;
  • Develop and direct a process of organizational development that addresses succession planning, talent acquisition and learning and development of employees throughout the organization;
  • Monitor and manage the Bank’s performance appraisal programme for operational effectiveness; and
  • Assist the Head of Human Resources and Administration in establishing an organization culture where staff is externally focused, responsive, innovative and collaborative to quickly and proactively respond to changing business needs.
  • Develop and manage HR annual budgets and perform periodic cost and productive reviews;
Minimum qualifications, skills, competences and experience required
  • A relevant University degree from a recognized institution,
  • A minimum of 7 years’ experience in management and general HR experience, 5 of which must be in a senior management HR role in a big and busy organization.
  • Demonstrated knowledge and experience of end to end HR functions – Recruitment, Performance Management, Employee Relations, Learning & Development, Compensation and Benefits.
  • Experience in the implementation of a wide range of process improvement activities,
  • Must demonstrate superior verbal, written and presentation skills,
  • Must have the ability to create strong internal and external working relationships for the organization.
  • Must have creative and analytical ability,
  • Must have interpersonal skills necessary to deal effectively with a diverse group.
  • Must have Professional human resources qualifications
  • Demonstrated ability to build cohesive teams and to achieve goals through teamwork;
  • Business acumen at operational and strategic level;
  • Excellent interpersonal and communication skills;
  • Should have Excellent IT and Computer skills;
  • Able to work in collaboration with people at various levels and from different backgrounds;
  • Assertive, result oriented and able to work under pressure; and
  • Proficiency in English, both written and spoken.
