Title: Senior Laboratory Advisor – Rwanda

Place of Performance: Kigali, Rwanda

Service Objectives:

Through collaboration with multiple partners establishes quality management standards, operating procedures for conducting laboratory tests used in diagnosing and monitoring treatment for HIV infection, TB, other OIs and malaria with laboratories in Rwanda. Monitoring and evaluation of laboratory support for HIV/AIDS activities supported by CDC and recommends improvements. Provides advice and technical assistance to the NRL and other USG partners in the development of national HIV laboratory operating guidelines and the plan for upgrading laboratory services according to the operational plan for the national laboratory system. Facilitates CDC’s technical support for strengthening diagnostic capacity for HIV, TB, other opportunistic infections (OIs) and malaria. Establishing and expanding internal and external laboratory quality assurance programs, laboratory reporting systems, and monitoring and evaluating progress in meeting laboratory program goals and objectives.

Task Requirements:

  1. Provide technical assistance and guidance to the Rwanda National Reference Laboratory and laboratory partners in establishing priorities, goals, and objectives consistent with CDC, PEPFAR and the host country.
  2. Provide advice and assistance to the NRL at the Director General and Section Manager levels to develop best practices in laboratory operations, to implement strategies for establishing and implementing internal and external quality assurance standards and operating procedures, including specimen management, operating procedures, documentation, management of laboratory accidents, staffing, inventory, equipment and reagent procurement.
  3. Provide technical assistance and scientific support in the strengthening and implementation of the national laboratory reporting system.
  4. Provide technical guidance in ensuring the validity of documentation and reporting data and evaluating reporting procedures and systems. Recommends improvements to existing laboratory operating procedures, quality assurance standards, specimen management, diagnostic techniques and documentation and reporting. Facilitates resolution of any conflicts in priorities between NRL and CDC or PEPFAR.
  5. Monitors laboratory support activities conducted by NRL and CDC/GAP collaborators in Rwanda. Reviews HIV, TB, OI and malaria laboratory quality assurance procedures, record keeping procedures, and testing algorithms for conformance to recommended standards.
  6. Analyzes HIV/AIDS laboratory services to assess needed enhancements, internal and external quality assurance procedures, testing algorithms, and national capacity to provide reference support.
  7. Evaluates activities of implementing collaborators in terms of reaching agreed upon cooperative agreement goals, objectives and timeframes for project activities. Recommends actions to enhance and improve HIV/AIDS and related laboratory support services.
  8. Conducts follow-up site visits to laboratories to assess training effectiveness, including implementation of lessons learned and implementation of quality assurance standards and policies, methods and procedures taught in the training courses.
  9. Assists implementing partners in analyzing and evaluating progress in the implementation of laboratory support programs and activities. Assists in developing tools and program indicators for monitoring and evaluating laboratory support activities.
  10. Serves as the Activity Manager and Advisor for the Rwanda National Reference Laboratory cooperative agreement laboratory projects. Takes a major technical role in development of the Funding Opportunity Announcement, review of applications, supplemental awards, and requests for extensions.
  11. Liaises with the CDC – Rwanda grants and cooperative agreements technical specialists at post on technical reviews and funding awards for the NRL laboratory cooperative agreement annually, estimated at $1.5 million per year.
  12. Oversees performance of cooperating partners/contractors, carries out technical reviews, reviews progress, identifies potential issues and informs Director General of NRL and Deputy Director for Programs of CDC, recommending actions for amelioration. Standardizes testing protocols for diagnostics and surveillance.
  13. Assists developing and updating national guidelines for laboratory systems at all levels of operation.

Minimum Qualifications and/or Certifications:

  • The position requires graduation from an accredited university with a master’s level degree in a laboratory science. A doctoral level degree is an advantage.
  • The position requires a minimum of 5 years of experience in a clinical laboratory or laboratory experience in a public health setting. Past experience will include at least 3 years of supervisory experience in a laboratory of moderate complexity.
  • The position requires an advanced knowledge of laboratory management and operations, including staffing, lab operations and management, laboratory procedures and methodologies used in testing for HIV infection, staging HIV disease, laboratory monitoring for response to ART, TB and malaria diagnostic procedures, quality assurance standards and methods, laboratory training methods and equipment used for specialized laboratory procedures.
  • The position requires outstanding interpersonal and communication skills for establishing and maintaining effective working relationships with a wide variety of collaborating partners in laboratory manger and program officer level positions.
  • The incumbent must have sound judgment and excellent analytical skills to independently resolve problems, overcome barriers to program implementation, and make appropriate decisions and recommendations related to program policy and implementation.
  • The position requires accomplished writing and computer skills with standard knowledge of office software applications, including word processing and spreadsheets. Budget tracking responsibilities require standard numerical skill.
  • Required: Level IV: Fluency in speaking, reading, writing and understanding of English required.
