Project Manager, REACH Evaluation of Community Hygiene Clubs (Rwanda)

Project Summary:

The Ministry of Health in Rwanda recently launched the Community Based Environmental Health Promotion Program (CBEHPP) aimed at producing sustainable behavior change around health, hygiene and sanitation. Community hygiene clubs provide a vehicle to inform and incentivize households to change their behavior in relation to a range of health outcomes. The evaluation will examine the impact of the CBEHPP in150 communities in Rusizi district.

Position Summary:

The Project Manager position offers an opportunity to gain first-hand field management experience in an organization undertaking cutting-edge development research. This position is based in (Kigali/Rusizi, Rwanda), and the principal investigators are James Habyarimana, William Jack, Karen Grepin, Thomas Clasen and Jeanine Umutesi Condo.

Responsibilities:

The Project Manager will work closely with academic researchers, the Project Coordinator and other field staff to perform a variety of tasks including, but not limited to:

• Implementing Computer Assisted Interviewing (CAI) for surveys;
• Hiring, training, and managing survey enumerators;
• Developing and piloting survey instruments; managing translation into the local language;
• Managing the logistics of a large-scale field experiment, including managing budgets, timelines, contract worker payroll, and procurement;
• Managing data entry and assisting in data cleaning and analysis;
• Ensuring adherence to data quality protocols, including auditing enumerators, monitoring data collection, and conducting data quality audits;
• Negotiating contracts with survey firm
• Managing critical high-level relationships with Ministry of Health officials and District officials
• Participating in meetings with key stakeholders and presenting research findings;
• Writing reports detailing research findings and proposed interventions;
• Overseeing funding and human subjects approval applications, and ensuring that all necessary approvals are in place; and
• Other duties as assigned

Qualifications and Experience:

• A Bachelor’s degree in economics, social sciences, public policy, or a related field
• Coursework and lab experience in chemistry or other sciences
• 1 – 2 years of relevant work experience.
• Excellent management and organizational skills, along with strong quantitative skills
• Fluency and excellent oral and written communication skills in English (French desirable)
• Flexible, self-motivating, able to manage multiple tasks efficiently, and a team player
• Demonstrated ability to manage high-level relationships with partner organizations, including Ministry of Health officials
• Knowledge of STATA (strongly preferred) or other data analysis software
• Familiarity with randomized controlled trials preferred
• Experience with logistics and procurement preferred
• Demonstrated ability to manage health-sector data and health-related interviews
