The National Capacity Building Secretariat (NCBS) has been established under Prime Ministers Order No. 157bis/03 of 24/05/2013 published in the Official Gazette nº 25 of 24/06/2013.

The mandate of NCBS shall include :

  1. to manage the national Capacity Building Fund and carry out implementation oversight of other capacity building pooled funds in the sectors ;
  2. to coordinate and monitor all capacity building interventions in the Public Sector and Private Sector ;
  3. to mobilize resources required for implementation of capacity building initiatives in the public and private sector ;
  4. to develop and disseminate capacity building tools, templates and user guides referenced on global best practices ;
  5. to provide technical support to Public organs to conduct their capacity needs assessments and provide quality assurance of their capacity building strategies, plans and budgets ;
  6. to establish, update and disseminate a national data base of skills available and skills required ;
  7. to coordinate knowledge transfer process and implement internship programs ;
  8. to coordinate continuing professional development with regard to area of skills-upgrading programs ;
  9. to monitor progress, assess impact and value for money of capacity building activities across the public and private sector ;
  10. to cooperate and collaborate with other regional and international institutions having similar responsibilities ;
  11. to prepare and disseminate an annual report on the state of capacity in priority sectors.

Given this newly restructured institutional arrangement in form of NCBS, a team of exceptionally talented ; committed and highly innovative pool of specialists ; experts and professionals are sought by NCBS to deliver on its strategic development actions.

The NCBS team will need to show aptitude to multi-task ; manage complex and multi sector operations. They should demonstrate proven practical experience in their specific area of expertise. The posts advertised require individuals who are pragmatic ; with ability to tackle challenges and pro- active.

The team to compose the NCBS Management shall be required to have a high command of strategic approach and practice ; knowledge of what coordinating capacity building entails and how to translate aspirations into realities at the Sectors as well as ability to manage teams of highly skilled staff.

ADVISOR TO THE ES (1)

Shall be reporting to the Executive Secretary and carry out the following responsibilities :

Responsibilities

  • Supporting the ES in making strategic decisions, providing insight and analysis on important issues for the organization
  • Supporting the Executive Secretary in prioritizing the competing demands by summarizing and prioritizing papers and briefs to enable her to make effective and timely decisions and be fully prepared for meetings.
  • Leading on stakeholder management for NCBS to create productive relationship and work with the communication specialist to ensure positive messages are communicated to stakeholders.
  • Lead the NCBS resource mobilization strategy, working closely with the Division Head of Strategy and Technical services to develop an effective approach to working with development partners and to help attract resources to new projects.
  • Act as a filter for all information coming into the ES’ office including monitoring her email inbox to help the ES better manage her workload
  • Support the establishment of strong relations with the private sector and understand how and when to use them to advance the objectives of NCBS either through requesting financial, operational or technical support
  • Overseeing the smooth running of the ES’s office including :
  1. Line managing the Administrative Assistant to ensure delivery of effective diary support for the Executive Secretary.
  2. Act as a Secretary to the bi-monthly Management Meetings and provide secretarial support in NCBS Steering Committee meetings.
  3. Follow-up on all activities emerging from the management meetings and all other regular meetings
  4. Ensuring the strategic initiatives envisaged by the Executive Secretary are communicated to staff in a clear and timely manner.
  5. Building strong relationships with the NCBS team to ensure that they understand the requirements of the Executive Secretary, how they should work with the office and provide timely, clear and relevant briefs.

Required Profile

  • The profile for this position requires a person with demonstrated experience in support in an Executive Office in a busy environment ; resource mobilization and stakeholder engagement.
  • A Masters degree in Law, Management, and Business Administration, Project Management, Human Resources, Organizational and Institutional Development with 2 years working experience OR a Bachelors degree with 5 years working experience. Experience / knowledge of the private sector in Rwanda would be an advantage.

PUBLIC RELATIONS & COMMUNICATIONS OFFICER (1)

Shall be reporting to the Executive Secretary and carry out the following responsibilities :

Responsibilities

  • Develop and implement an annual Education and Communication (IEC) plan and budget in line with the Institutional Action Plan and Budget and provide reports to management on weekly, monthly, quarterly and annual basis
  • Prepare and produce a range of IEC print and electronic materials for NCBS and ensure their distribution to targeted audiences. This includes coordinating the in-house editorial committee to provide quality assurance for all IEC products before dissemination.
  • Act as the event manager for all NCBS official events and outreach activities
  • Prepare information and materials in different formats for publicity, advocacy, resource mobilization and corporate branding
  • Regularly gather information, draft and update content on the NCBS website
  • Managing all internal and external communication processes of NCBS
  • Prepare and implement an annual media plan for NCBS including oversee media coverage for all NCBS official events and outreach activities. This includes preparing press conferences, talk shows, press releases and press information packs
  • Obtaining and providing timely information for quarterly and annual reports and other reporting obligations.
  • Perform any other task assigned by management

Required Profile

  • A Bachelors degree in Communication, Media, Journalism and Marketing with at least five (5) years of experience in managing communication for development campaigns ; social media initiatives ; engaging the media ; event management and promotional activities is required.

INTERNAL AUDITOR (1)

Shall be reporting to the Executive Secretary and the Audit Committee and carry out the following responsibilities :

Responsibilities

  • To work with the management of NCBS to ensure that a system is in place which ensures that all major risks are identified and analyzed on an annual basis ;
  • To plan, organize and carry out the internal audit function including the preparation of an audit plan
  • To report to both the external audit mechanisms and the NCBS management on the policies, programs and activities
  • To coordinate coverage with the external auditors and ensure that each party is well briefed on areas of concern
  • To make recommendations on the systems and procedures reviewed, report on the findings and recommendations, monitor response and implementation
  • To conduct any audit reviews and tasks requested by the NCBS management
  • To provide management of NCBS with opinion on the internal controls
  • Ensure that professional internal auditing standards are followed (e.g.IIA standards or local standards).

Required Profile

  • A Bachelors degree (Accounting or Finance Option) or CPA, ACCA ; Management specializing in Accounting or Finance with at least five (5) years relevant work experience.
  • Experience in auditing donor funded projects/ programmes shall be an added advantage.

LEGAL ADVISOR (1)

Shall be reporting to the Executive Secretary and carry out the following responsibilities :

Responsibilities

  • Provide professional legal advice and effective legal support to NCBS management on all official contracts, agreements, institutional and operational modalities or legal documents to meet specific and national legal provisions.
  • Prepare relevant legal documents to be shared with and approved by external stakeholders in government and development partners
  • Provide legal opinions on litigious files engaging the institution and in the interest of the institution
  • Conduct research and facilitate the interpretation of national legal provisions and their application within or outside the institution,
  • Provide relevant professional solutions and opinions on legal matters and in the event of litigations

Required Profile -* A Masters degree in Law with at least 2 years relevant work experience OR a Bachelors degree in Law with at least 3 years experience working in government institutions

ECONOMIC CLUSTER SPECIALIST (2)

Shall be reporting to the Division Manager, Capacity Building Sector Support Division and carry out the following responsibilities :

Responsibilities

  • Engage with all Cluster and sector stakeholders in view of NCBS playing an increased role in the Cluster and related sectors under the Economic Cluster, hereby promoting a strategic, coordinated use of capacity building resources and value for money in capacity building ;
  • Add value to capacity building efforts under the cluster and related sectors by :
  1. Researching, collecting and analyzing relevant data and information on capacity building ;
  2. Providing policy advice in areas of capacity building relevant to the Cluster ;
  3. Contributing to a sound design, planning, budgeting and M&E of capacity building strategies and interventions under the Cluster ;
  4. Closely following up and support capacity building interventions under the Cluster ;
  5. Actively generating and sharing information and knowledge on capacity building under the Cluster ;
  6. Reporting on capacity building strategies and interventions under the Cluster ;
  7. Mobilizing resources for capacity building under the Cluster.
  • Actively support coordinated capacity building planning and budgeting (including possible linkages with the national budget and planning cycles), M&E of Capacity building initiatives in view of increased development effectiveness under the Cluster and associated sectors ;
  • Actively engage in NCBS’s national level coordination function by :
  1. Systematically producing for NCBS relevant data and information on capacity building from the Cluster ;
  2. Providing policy advice to NCBS in areas of capacity building relevant to the Cluster ;
  3. Informing NCBS on the preparation, planning, budgeting and regular review of capacity building strategies and interventions under the Cluster ;
  4. Actively providing insights and knowledge on capacity building emerging from the Cluster ;
  5. Contributing to the organization and preparation of various national level reports including the annual state of capacity report ;

Required Profile

  • A Masters degree in any of the following : Economics or equivalent with at least 3 years experience in dealing with capacity building initiatives in the public sector Or a Bachelors degree in Economics or equivalent areas with 5 years relevant work experience.
  • 4 years relevant experience in analytical or policy work preferably with a focus on developing capacities

INSTITUTIONAL CAPACITY DEVELOPMENT SPECIALIST (1)

Shall be reporting to the Division Manager, Capacity Building Strategic Operations & Quality Assurance Division and carry out the following responsibilities :

Responsibilities

  • Provide technical support to MIFOTRA and other relevant ministries in implementing capacity development activities in line with national public sector reform and policy initiatives
  • Work closely with all the Cluster Specialists to Provide technical inputs to Ministries, Departments & Agencies (MDAs), private sector as well as civil society capacity building actors in the functional reviews and institutional audit of their organizations in line with reforms or restructuring at the time
  • Work specifically with the Governance Cluster Specialists to contribute technical inputs in liaison with responsible persons in MINALOC ; RGB ; RALGA and local government entities in implementing coaching programmes ; quality assurance of technical assistance deliverables ; and organizational capacity development initiatives.
  • Providing technical inputs in liaison with responsible persons in the National Parliament in implementing their organizational and institutional capacity development initiatives Contribute expert advice and guidance on technical assistance required by Ministries, Departments & Agencies (MDAs), Private sector as well as civil society capacity building actors to increase their institutional capacity, policy formulation and service delivery
  • Work closely with the cluster specialists to effectively engage the Sector Working Groups (SWGs) and District Joint Action Development Forums (JADFs) in terms of research and dissemination of best practices of capacity building ; new approaches ; peer learning ; organizational capacity development tools ; and effective utilization of sector managed capacity building resources earmarked for organizational capacity building.
  • Working closely with the Human Capital and Skills Development Specialist to harmonize HRD and ICD initiatives in the public/ private sector and civil society.
  • Identifying institutional capacity development initiatives under the Strategic Capacity Building Initiative (SCBI) and provide expert advice to the implementing Ministries, Departments & Agencies (MDAs) around the implementation of their Action Plan as required
  • Provide technical advice on the institutional capacity development initiatives under projects managed by NCBS.
  • Identify and undertake proactive outreach to development partners potentially interested in supporting work around institutional strengthening and help develop interventions
  • Provide input to the planning and M&E framework on the institutional capacity development related indicators to assess performance of NCBS’s interventions
  • Work closely with the M&E Specialist and Cluster Specialists on all studies and assessments that have an ICD component
  • Prepare and implement weekly, monthly, quarterly and annual ICDS work plans and budgets as required by management and in line with the NCBS Annual Work Plan and Budget and provide reports corresponding to the timelines aforementioned.

HUMAN CAPITAL AND SKILLS DEVELOPMENT SPECIALISTS (2)

Shall be reporting t o the Division Manager, Capacity Building Strategic Operations & Quality Assurance Division and carry out the following responsibilities :

Responsibilities

  • Provide technical support to Ministries, Departments & Agencies (MDAs) as well as public/private sector and civil society to carry out training needs assessments ; develop training plans ; and also ensure that trainings conducted are in line with the identified training needs
  • Work closely with the technical team at NCBS and other relevant stakeholders to develop an annual consolidated national training master plan that should also be in line with annual national priorities
  • Work closely with training providers to conduct training effectiveness assessments and ensure that post training reports are produced. This should ensure that ‘value for money’ is mainstreamed in planning and implementing training programmes.
  • Develop and manage a database of reputable and accredited training providers. Liaise with, but not limited to, MIFOTRA ; MINEDUC ; HEC and PSF to procure training providers for selected programmes.
  • Work closely with the NCBS Governance Cluster Specialists to specifically assess ; plan and implement training programmes for the local government entities
  • Work closely with MIFOTRA and the relevant sectors and coordinate implementation of the five year critical skills development strategy
  • Provide technical support to local training providers in terms of training of trainers ; graduate tracer studies ; and designation of conducting specialized or cross-cutting training areas
  • Work closely with the cluster specialists to effectively engage the Sector Working Groups (SWGs) and District Joint Action Development Forums (JADFs) in terms of research and dissemination of best practices of capacity building ; new approaches ; peer learning ; human resource development tools ; and effective utilization of sector managed capacity building resources earmarked for skills development.

  • Work closely with the Continuing Professional Development Unit to strategically review the training plans of each beneficiary institution ; coordinate training support according to cross-cutting and specialized training in line with national priorities
  • Liaise with the Work Force Development Agency (WDA) to identify the core TVET skills required in line with national priorities and provide technical guidance in the implementation of the training programmes. Develop and manage a database of all training beneficiaries that shall serve as input for knowledge management ; strategic planning and M&E

Shall be reporting t o the Division Manager, Capacity Building Strategic Operations & Quality Assurance Division and carry out the following responsibilities :

Responsibilities

  • Work closely with the M&E Specialist (Coach) under the Signle Project Implementaton Unit (SPIU)
  • Partipate in quality assurance of studies and key documents
  • update project logical frameworks on a quartely basis and report to management
  • Review and update monitoring and reporting tools for NCBS
  • Assisting the institutional and human resource capacity development programs of NCBS by providing key performance indicators for these activities
  • Prepare M&E sectinos for te Action Plans and BUdgets for NCBS in liaison with the relevant Divisions/Units to ensure that the organization’s planning, including indicators, inputs and targets is aligned with the NCBS Strategic plan and in conformity with national planning requirements.
  • Analyze the reports on programs implementation and evaluate results of programs and projects ;; work with the statistician to ensure availability of relevant capacity building data for planning and evaluate the impact of the implementation of interventions by NCBS
  • Develop M&E strategies and improve in-house M&E guidelines/ manuals, frameworks, plans and tools to support NCBS and Ministries, Departments & Agencies (MDAs) to effectively monitor and evaluate CB interventions
  • Ensure that M&E related activities are successfully implemented and that relevant learning is documented, disseminated to staff within and outside NCBS and used to inform future decisions ;
  • Coordinate the preparation, review and posting of all M&E reports and provide constructive feedback to all stakeholders in multiple formats
  • Work with the FMS and project coordinators to help show value for money and impact of all Development Partner projects
  • Ensure that the planning process is based on formats required by MINECOFIN or different projects managed by NCBS.
  • Coordinate the elaboration of the annual reports

CAPACITY BUILDING ANALYTICS AND DATA MANAGEMENT SPECIALIST (1)

Shall be reporting t o the Division Manager, Capacity Building Strategic Operations & Quality Assurance Division and carry out the following responsibilities :

Responsibilities

  • Plan and provide statistical expertise required in the design, conduct and analysis of relevant capacity building field studies, projects and program evaluations in collaboration with the M&E Specialist
  • Apply a wide range of approaches to validate, interpret and analyse statistical capacity building data including quality assuring all data and highlighting anomalies and inaccuracies.
  • Use statistical packages and advanced Microsoft excel to produce relevant and timely statistical analysis of all kinds of capacity building data
  • Collect relevant data from various sources (surveys, unit databases, and field..) and test for data integrity, validity and reliability
  • Conduct a variety of relevant statistical analyses to test hypotheses, make inferences, determine causality and evaluate impacts,
  • Identify and monitor emerging trends in capacity building through detailed and regular data analysis which can be used to support decision-making or identify potential issues
  • Monitoring the delivery of the capacity building plans submitted to NCBS from each MDA focusing on areas such as, but not limited to, the following : amount MDA requested to support their CB activities at the beginning of the year ; amount received from the fund on a quarterly basis vs amount requested ; numbers trained vs numbers planned for training then using this data over a longer-term to identify trends in terms of the most effective Ministries, Departments & Agencies (MDAs)
  • Work closely with the M&E specialist to evaluate the impact of CB initiatives through providing relevant, accurate and timely data
  • Interpret and analyze statistical outputs and determines whether additional analysis is required capacity building interventions
  • Writes statistical sections of capacity building reports and briefing materials for technical and non-technical audiences
  • Work with responsible persons from relevant institutions and develop strategies for creating, collecting and managing large and complex datasets for example the annual state of capacity building and baseline establishment.
  • Ministries, Departments & Agencies (MDAs)
  • Support staff both in NCBS and within Ministries, Departments & Agencies (MDAs) to collect quality and relevant statistical data that can then be used to make strategic decisions about the future of projects / interventions
  • Support the Coordinator of the Strategic Capacity Building Initiative to set up processes to collect, validate and analyze the data being produced by the initiative and help the coordinator use the analysis to support strategic decision making
  • Create database protocols, data coding and documentation for projects and programs managed by NCBS

Required Profile

  • A Masters degree in either Statistics, Economics, Actual Sciences, Operational Research or related field with 1 year working experience or Bachelor’s degree in the aforementioned field or equivalent with 5 years relevant work experience.

CAPACITY BUILDING NEEDS ASSESSMENT AND PLANNING SPECIALIST (2)

Shall be reporting to the Division Manager, Capacity Building Strategic Operations & Quality Assurance Division and carry out the following responsibilities :

Responsibilities

  • Mainly responsible for the Planning function at NCBS. Provide planning guidance to all NCBS Units.
  • Work closely with cluster specialists and provide technical support in the capacity building needs assessment and planning from identified sectors and institutions.
  • Develop annual and quarterly plans in liaison with the relevant Divisions/units to ensure that the organization’s planning ; including indicators, inputs and targets is aligned with the NCBS Strategic Plan and in conformity with national planning requirements.
  • Liaising with the Finance Unit during the budget revision exercise, revise the action plan and budget as well as MTEF to accommodate emergent realities.
  • Link the budget with the action plan to avoid mismatch caused by over budgeting or under budgeting.
  • Provide technical support to project coordinators in the development of action plans for new development-partner funded projects
  • Work closely with the CB Analytics and Data Management Specialist and the M&E Specialists to monitor the impact and progress of work plans
  • Ensure that the planning process is based on formats required by MINECOFIN or different projects managed by NCBS.
  • Liaise with the M&E Expert to prepare annual and quarterly reports on the progress of the various work streams
  • Represent NCBS in the planning meetings with MINECOFIN

Required Profile

ACCOUNTANT (1)

Shall be reporting to the Director of Administration & Finance and carry out the following responsibilities :

Responsibilities

  • Prepare and effect payments on behalf of NCBS
  • Ensure consolidation of budget and cash flow forecast
  • Ensure that financial transactions are recorded, have adequate supporting documentation and can be easily extracted for the purpose of preparing financial statements
  • Manage petty cash
  • Ensure that adequate financial controls are in place to maintain propriety and proper accountability of expenditures

Required Profile

A Bachelors degree in either Accounting, Public Finance, Management specialized in Finance/ Accounting ; professional qualifications (ACCA, CPA) recognized by IFAC with at least 3 years relevant work experience

CUSTOMER CARE OFFICER (1)

Shall be reporting to the Director of Administration & Finance and carry out the following responsibilities :

Responsibilities

  • Supervision of NCBS’s customer care function ;
  • Monitor and supervise the implementation of the customer care policy, procedures and standards and advise on any review ;
  • Research and update customer care developments ;
  • Advise Management on customer care standards ;
  • Set standards on customer care based on international best practices ;
  • Manage customer complaints and customer feedback ;
  • Ensure availability of customer information at NCBS in all forms ;
  • Advise staff on trainings in the area of customer care ;
  • Act as compliance officer in the area of customer care standards ;
  • Design and institutionalize a customer care function ;

Required Profile

A Bachelors degree in either Marketing, Communication, Public Relations or any other relevant field.

SOCIAL CLUSTER SPECIALIST (1)

Shall be reporting to the Division Manager, Capacity Building Sector Support Division and carry out the following responsibilities :

Responsibilities

  • Engage with all Cluster and sector stakeholders in view of NCBS playing an increased role in the Cluster and related sectors under the Social Cluster, hereby promoting a strategic, coordinated use of capacity building resources and value for money in capacity building ;
  • Add value to capacity building efforts under the cluster and related sectors by :
  1. Researching, collecting and analyzing relevant data and information on capacity building ;
  2. Providing policy advice in areas of capacity building relevant to the Cluster ;
  3. Contributing to a sound design, planning, budgeting and M&E of capacity building strategies and interventions under the Cluster ;
  4. Closely following up and support capacity building interventions under the Cluster ;
  5. Actively generating and sharing information and knowledge on capacity building under the Cluster ;
  6. Reporting on capacity building strategies and interventions under the Cluster ;
  7. Mobilizing resources for capacity building under the Cluster.
  • Actively support coordinated capacity building planning and budgeting (including possible linkages with the national budget and planning cycles), M&E of Capacity building initiatives in view of increased development effectiveness under the Cluster and associated sectors ;
  • Actively engage in NCBS’s national level coordination function by :
  1. Systematically producing for NCBS relevant data and information on capacity building from the Cluster ;
  2. Providing policy advice to NCBS in areas of capacity building relevant to the Cluster ;
  3. Informing NCBS on the preparation, planning, budgeting and regular review of capacity building strategies and interventions under the Cluster ;
  4. Actively providing insights a n d k n o w l e d g e on capacity building emerging from the Cluster ;
  5. Contributing to the organization and preparation of various national level reports including the annual state of capacity report ;
  6. Contributing to the mobilization of resources for capacity building at the national level.

Required Profile

  • A Masters degree or equivalent in any of the following : Social Sciences, Public Administration and Management with at least 2 years relevant work experience OR a Bachelors degree in any of the aforementioned fields with at least 5 years relevant work experience.
  • 4 years relevant experience in analytical or policy work preferably with a focus on developing capacities
  • Fluency in English. Working knowledge of French will be an added advantage
  • Demonstrable experience of working with multiple stakeholders and development partners
  • Experience working with development partners an advantage
  • Advanced computer skills and use of all functions of Microsoft Office (e.g. Word Processing, power Point, Excel)
  • Experience of project management

  • Proven ability to take forward ideas and suggestions and turn them into manageable solutions
  • Ability to provide technical advice and build strong working relations with a wider range of stakeholders
