The West Pokot County Assembly Service Board wishes to invite applications from qualified persons for the following positions: –

1. Deputy Clerk

Duties and Responsibilities

  • Deputizing the Clerk;
  • Assists the Clerk in administrative, budgeting and financial services of the County Assembly;
  • Ensuring procedures, practices, conventions, traditions and etiquette of the County Assembly;
  • Providing appropriate advice to the Assembly and Members;
  • May be assigned duties within the Departments of Chamber, Committees & Procedural services; any other duties as may be assigned by the Clerk; and
  • Undergoes training on parliamentary procedure, practices and etiquette and committee administration and management and any other relevant courses.
Requirements for Appointment: 
For direct appointment to this grade a candidate must:
  • Be in possession of a Bachelor’s Degree in Social Sciences, law or Political Science from a recognized university. (A Masters degree from any of these fields will be an added advantage);
  • Possess mastery of parliamentary procedure and practice and application of knowledge in the execution of the assigned functions, activities and tasks within a specified sector of County Assembly operations;
  • Be Computer literate with practical experience;
  • Have Served as a Senior Clerk Assistant/ Hansard Editor/Senior Research Officer in the National Assembly or in similar capacity with relevant experience in Public or Private sector; Experience in managing and serving Boards will be an added advantage.

2. Principal Clerk Assistant

At this grade the officer:-
  • is closely supervised and guided by the Deputy Clerk;
  • will be assigned duties within the Assembly Chamber, Procedural and Committee Services; Advise Members and Committees on procedures, practices, conventions, traditions and etiquette; and any other duties as may be assigned by the Clerk;
  • undergoes training in such areas as parliamentary procedure, practices and etiquette and committee administration and management and any other relevant courses.
Requirements for Appointment: 
For direct appointment to this grade a candidate must:
  • Be in possession of a Bachelor’s Degree in Social Sciences, law or Political Science from a recognized university. (A Masters degree from any of these fields will be an added advantage);

At this grade the officer:-

Requirements for Appointment: 
For direct appointment to this grade a candidate must:
  • Be in possession of a Bachelor’s Degree in Social Sciences, law or Political Science from a recognized university;

  • Have served for at least two years as a Clerk Assistant in the National Assembly or in comparable position in Public or Private sector (for Second Clerk Assistant).

Duties and Responsibilities
  • Ensuring timely and accurate transcription of Assembly proceedings;
  • Undertaking independent verbatim reporting of Assembly proceedings and those of relevant committees/functions within or outside Assembly;
  • Assisting in drafting duty schedules for Hansard Reporters;
  • Preparing transcripts for editing;
  • Sorting and checking transcripts from junior officers and amending as necessary; and,
  • Assisting in classification, custody, archiving, retrieval and cross-checking of documents against references; and any other duties as may be assigned by the Clerk.
Requirements for Appointment: 
For direct appointment to this grade a candidate must:
  • Possess a Bachelors Degree in Linguistics, majoring in English and Kiswahili or Bachelors Degree in Mass Communication or any of the social sciences with good credit passes in both English and Kiswahili in the Kenya Certificate of Secondary Education Examination or its equivalent qualification; (A Masters degree in this field will be an added advantage for Hansard Editor);
  • Be able to demonstrate good knowledge of legislative procedures and the conduct of Assembly committee business;
  • Have proven ability in managerial and organizational skills; and,

  • Closely supervised and guided by the Senior Hansard Editor and responsible to the Hansard Editor;

Requirements for Appointment: 
For direct appointment to this grade a candidate must:
  • At least a diploma in Mass Communication or any of the social sciences with good credit passes in both English and Kiswahili in the Kenya Certificate of Secondary Education Examination or its equivalent qualification;
  • Be able to demonstrate good knowledge of legislative procedures and the conduct of Assembly committee business;
  • Be Computer literate with practical experience.
8. Sergeant- At –Arms (1 Post) Ref: WP/CAS/2013/12

Duties and Responsibilities
He/she will perform the following:
  • enforcement of Speaker’s rules;
  • supervising and coordinating security activities of the Buildings;
  • performing chamber duties;
  • controlling admission of visitors and contractors/suppliers’ personnel;
  • maintenance of strict security measures in and around the Buildings;
  • controlling of authorized parking;
  • ensuring proper housekeeping and gardening standards:
  • ensuring fire prevention and safety measures are put in place; and,
  • submission of periodical reports.
Requirements for Appointment
For direct appointment to this grade, a candidate must:-
  • have served in the disciplined forces for a period of not less than ten years with exemplary service and attained the appropriate administrative rank;
  • Diploma in Security studies, Law, Sociology or any related field or in possession of appropriate academic qualifications;
  • Experience, knowledge and understanding of the operations of County Assemblies will be an added advantage;
  • be computer literate; and,
  • be in possession of an exemplary service certificate.
9. Commissionaire

Duties and responsibilities
  • To provide effective and efficient safety, security, procedural, ceremonial, housekeeping and common services to the Legislative Assembly for its efficient operations.

Requirements for appointments:
  • Appropriate education/learning in Security studies or any related field with at least five years experience.
  • Knowledge of security sector and operations of Parliaments/County Assemblies will be an added advantage
10. Security Wardens
(5 Posts)

Duties and responsibilities
Before deployment, direct entrants will undergo three (3) months initial training as Security Warden and on successful completion of their training, duties and responsibilities will involve:
  • Patrol and/or guard of access points,
  • Detention of unauthorized persons and vehicles from entering premises and/or protected areas and also be able to
  • Control crowds and
  • Collect information and report on matters of security interest.
Requirements for appointments:
  • Kenya Certificate of Secondary Education mean grade of D (plain) or any other equivalent/appropriate qualification.
  • Be physically and mentally fit
  • Certificate of Good Conduct from the National Police Service.
11. Budget Officer I (1 Post) – Ref. WP/CAS/2013/16 &
Fiscal Analyst (1 Post) Ref: WP/CAS/2013/17
 
Duties and Responsibilities
  • collecting and collating budgetary information from various sources for analysis;
  • maintaining relevant statistics on public revenue and expenditure figures;
  • carrying out commissioned Budget research on specific area of interest;
  • assisting in preparing budgetary information reports for MCAs and relevant Committees; and,
  • assisting in workshops planning.
Requirements for Appointment
For appointment to the grade of Fiscal Analyst , a candidate must:
  • Have a degree in Economics or its equivalent from a recognized university;
  • Previous experience in public finance will be an added advantage; and
  • Be a team player with good communication and interpersonal skills.
12. Principal Legal Counsel (1 Post) Ref: WP/CAS/2013/18

Duties and Responsibilities
  • drafting of Members’ Bills;
  • drafting of amendments to Bills to be proposed to the Assembly by any Member of the County Assembly or any Committee of the Assembly;
  • training and supervision of Legal Counsel under him/her;
  • giving legal interpretation of Acts and Bills and generally giving legal advice on matters relating to Assembly;
  • attending Court on litigation matters involving Assembly and drafting contracts and related legal documents (Litigation Counsel);
  • providing legal advice to the County Assembly Service Board, Assembly and its Committees;
  • providing any other legal services that may be required by Assembly, the Committees, the Speaker, the County Assembly Service Board or the Clerk; and,
  • ensuring that Bills passed by Assembly comply with the Constitution of Kenya
Requirements for Appointment
For appointment to this grade, a Counsel must:
  • have served as Senior Legal Counsel or in a comparable and relevant position for a minimum period of three (3) years;
  • be Admitted as an Advocate of the High Court of Kenya;
  • be in possession of a current practicing certificate;
  • have a post-graduate qualification in Legislative Drafting from a recognized institution or seven (5) years experience in litigation;
  • possession of skills and experience in procurement matters and drafting of contracts and related matters will be an added advantage; and,
  • proficiency in the use of basic computer applications.
13. Legal Clerk

Duties and Responsibilities
A Legal Clerk will be responsible for:
  • taking hearing dates in Litigation matters;
  • Facilitating service of Legal Documents;
  • Collecting, circulating and filing of published bills and subsidiary legislation;
  • Filing of court documents and any other legal documents;
  • organizing the Legal Department Registry;
  • Drafting Legal Documents under the supervision of Legal Counsel;
  • Preparation of Bills and other legislative instruments for publication;
  • Preparation of vellum copies for assent and publication;
  • preparation of committee stage amendments to bills; and,
  • providing any other Clerical services that may be required by the Assembly, the Committees, the Speaker, the County Assembly service Board or the Clerk
Requirements for Appointment
For appointment to this position, a candidate must have;
  • served in a comparable and relevant position for a minimum period of three (3) years;
  • Diploma in Law from a recognized institution;
  • Proficiency in the use of basic computer applications in preparation of legislative and legal instruments;
  • Kenya National Examination Council certificates in Typing III, Office Management III, Business English III, Commerce II, Secretarial duties II; and
  • Possession of a current Process Server’s Certificate will be an added advantage.
14. Senior Human Resource Manager / Human Resource Development Officer

This office will be responsible to the clerk of the county assembly for the efficient management of human resource functions and administration.
Duties and responsibilities:
  • Coordinating matters and systems relating to human resource, staffing, deployment and remuneration in the assembly
  • Providing direction on strategic human resource planning, organization and development
  • Organizing Trainings and capacity development for the Hon. Members of the county assembly and members of staff.
  • Advising the clerk on human resource and administration matters
  • Establishing human resource systems, structures and procedures.
  • Any other duties as may be assigned by the clerk.
For appointments to this position, a candidate must
  • Be a holder of a Bachelor’s Degree in Human Resource management or any other relevant qualification from a recognized institution.
  • Be a registered member of the institute of Human resource Management of Kenya
  • Have a t least 3 years’ experience, at least one which he/she must have been in a management/ supervisory level
15. Human Resource Development Officer

  • Preparing the annual budget for the Human Resource Department

  • Facilitating and supervising the recruitments to maintain high standards of professionalism

  • Representing the Assembly at industrial courts in case of any labor disputes.
Requirements for appointments

16. Records Management Officer III / Archivist

Duties and responsibilities
Reporting to the human resources Manager, the officer will
  • develop and implement policies, norms and procedures for records management in the Assembly,
  • implement Assembly records and archives management systems in accordance with the established statutory and policy requirements,
  • designing electronic records management program and Advice the Assembly on the legal and regulatory requirements in regard to records management.
Requirements
  • At least KCSE Grade C.
  • A bachelor’s degree in Information Science with a bias in Records Management and/or post graduate diploma in archival studies/records & archives management or its equivalent will be an added advantage. Previous experience with electronic records management will also be an added advantage.
  • Proficiency in computer skills.
  • At least 3 years relevant experience.
  • Knowledge in IT.
  • High degree of integrity, a team player with effective communication skills.
  • Communication skills including demonstrated ability to establish priorities and to plan, coordinate and monitor his/her own work plan.
17. Clerical Officer

  • Involves assignments in Records Management, Human Resource, Administration and other Technical Units depending on professional training and competencies.
In addition the officer may be assigned duties to:
  • Coordinate Clerical work in a section;

  • Process documents for issue of licenses or certificates under relevant laws.
Requirements for Appointment
For appointment to this grade, an officer must:
  • Have served in the grade of Senior Clerical Officer for at least three (3) years;
  • Possess a Diploma stipulated in an existing scheme of service for any cadre in the Civil Service
  • Be in possession of an ICT certificate and be proficient in Word Processors, Spread Sheets, Presentation and Database.
In addition the officer will be required to have;

18. Senior Finance Officer / Planning Officer

Duties and Responsibilities
  • processing of budgetary supply matters as well as planning;
  • initial evaluation and scrutiny of expenditure proposals and compilation of information required in the budgetary processes;
  • processing of annual, forward and revised estimates of recurrent and development expenditures;
  • initial action for the budgeting of donor financed projects and review of financial implementation of such projects;
  • control of expenditure commitments as may pertain to Parliament; and,
  • monitoring commitments, expenditures and reimbursements.
Requirements for Appointment
For appointment to this grade, an applicant must be in possession of either a Bachelor of Arts Degree in Economics or Bachelor of Commerce Degree with a postgraduate qualification in planning or economics.
In addition an applicant must have served in the grade of Finance Officer III or in an
equivalent position for at least three (3) years; and have shown merit and ability in work performance and results.
 
19. Finance / Planning Officer III 
(1 Post)

Duties and Responsibilities
This is the entry and training grade for the Finance Officers cadre.
An officer at this level will work under a more senior Officer.
Specific duties and responsibilities at this level involve:
  • compiling, analyzing and formatting financial estimates;
  • taking initial action on budget monitoring;
  • preparing reports and briefs on budgetary policy issues from user/departments.
Requirements for Appointment
For appointment to this grade, a candidate must be in possession of either a Bachelor of Arts Degree in Economics or Bachelor of Commerce Degree (Business Administration with Finance) and, in addition, a post-graduate Diploma in Planning and a Certified Public Accountant Part III qualification.
20. Senior Accounts Controller 
(1 Post)

The office will be responsible to the clerk for the efficient management of financial and accounting services in the assembly.
The duties and responsibilities will include;
  • Advising the Clerk on financial and accounting matters
  • Developing and executing financial and accounting management and control systems in line with the Public Finance Management act, 2012
  • Issuing financial management instructions and maintaining effective internal control systems
  • Coordinating the budget formulation, preparation, execution, accounting and reporting.
  • Monitoring, evaluating and overseeing the management of public finances and economic affairs of the Assembly
  • Any other duties as may be assigned by the clerk
For appointment to this position, a candidate must;
  • Be a holder of a Bachelor’s degree in Commerce (Finance) from a recognized university ( a masters degree will be an added advantage)
  • Be a holder of CPA(K) or equivalent qualification
  • Have at least 5 years work experience, with at least two years at a management level

21. Accountant II

  • collation of financial estimates;
  • verification of payment vouchers in accordance with the laid down rules and regulations;
  • general accounting work involving book-keeping knowledge and routine accounting entries;

  • supervision of the revenue collection processes.

For direct appointment to this grade, a candidate must possess a pass in Part II of the Certified Public Accounts (Kenya) Examination or a Bachelor of Commerce degree (accounting option) from a recognized university/institution or any other acceptable professional accountancy qualification by virtue of which the holder is exempted from Part II of the Certified Public Accountants (Kenya) Examination.
 
22. Senior Procurement Officer

The officer is responsible for:
  • planning and co-ordination of supplies management services;
  • enforcement of Government regulations, systems and procedures;

  • receiving requisitions and specifications from users, doing tendering, and acquisition of goods and services;

  • served as Senior Procurement Officer for at least 3 years or equivalent position in the public and/or private sector;

The duties and responsibilities of an officer in this position include:
  • provision of non-partisan professional research assistance and analysis to Members, Committees and staff of Parliament;
  • assessing the strengths and weaknesses of policy options;
  • providing expert interpretation, explanation and analysis;
  • maintain a periodically updated inventory of publications on current issues, legislation and major public policy issues/questions; and,
  • providing technical back up to County Assembly committees.
Requirements for Direct Appointments
For appointment to this grade, an officer must have the following qualifications:
  • served as Research Officer or an equivalent position in either the public or the private sector for at least three (3) years;
  • Bachelor’s degree from a recognized university in a specialized discipline including Economics, Agriculture; Environmental quality, Sociology, Political science, international trade/commerce and other Science related fields;
  • thorough knowledge and understanding of the concepts and techniques of professional research, with particular emphasis on public policy analysis;
  • an ability to write, edit in a clear, concise and understandable manner;
  • satisfactorily served as Research Officer in similar positions with comparable responsibilities in like organizations/reputable research institution; and,
  • have at least three years continuous work experience.
25. Librarian

26. ICT Officer

Duties and Responsibilities
  • installation
  • configuration of local Area network and Wide Area Network;
  • developing and updating applications systems;
  • carrying out systems analysis, design and programme specifications in liaison with users;
  • overseeing the process of configuration of new Information Communication Technology equipment;
  • maintenance of computer systems;
  • carrying out repairs and maintenance of Information Communications Technology equipment and associated peripherals;
  • drawing up hardware specifications for Information Communication Technology equipment; and,
  • verification, validation and certification of Information technology equipment.
Requirement for Promotion
For appointment to this grade, an officer must have:
  • served in the grade of Information Communication Technology Officer III or an equivalent position in the Public Service or private sector for a minimum period of three years (3); and,
  • demonstrated professional ability, initiative and competence in organizing and directing work;
  • have a Bachelor’s degree in any of the following: Mathematics, Economics, Statistics, Commerce, Physics or any other ICT related discipline with a bias in Information Communication Technology from a recognized institution;

27. ICT Assistant
