County Chief Officers

JG ‘S’
Terms of Service: Term Contract

The posts will be one for EACH of the following portfolios:

Duties and Responsibilities
The Chief Officer will be the Accounting and Authorized Officer for the Department assigned and will be responsible to the respective County Executive Member for the following:
  • General administration and coordination of respective County Department.
  • Initiation, development and implementation of policies and sector plans.
  • Development and implementation of strategic plans.
  • Promotion of National values and principles of governance and values and principles in the County Public Service.
  • Overseeing implementation and monitoring of performance management systems.
  • Any other duties as may be assigned by the Executive Committee Member or the County Secretary.
Requirements for Appointment
The Candidate must:
  • Be a Kenyan citizen;
  • Be a holder of at least a first degree from a university recognized in Kenya;
  • Have a post graduate qualification in a relevant field;
  • Have relevant knowledge and experience of not less than ten (10) years in a senior position in the Public Service or Private Sector; and
  • Satisfy the requirements of Chapter Six of the Constitution.
  • A Master’s degree in the relevant field will be an added advantage.
Remuneration*
  • Basic Salary: Ksh. 120,270- 180,660 p.m
  • House Allowance: Ksh. 56,000 p.m
  • Other Allowances: Ksh. 20,000 p.m

Head, County Budget / Expenditure Management Services
JG ‘R’
Reporting to the County Chief Officer, Finance, the Officer will be Head of the Budgetary Supply Unit and will be responsible for ensuring the efficient management of Budget Expenditure Services in the County.
Duties and Responsibilities:
  • Consolidating and prioritizing areas for allocation of Public Resources for the County.
  • Consolidating and rationalizing budget proposals from all Departments.
  • Identifying programmes at the County level, by consolidating programmes at the Sub County levels for inclusion in the project based budget.
  • Issuing guidelines on the budget process to be followed by all County Government entities.
  • Preparing and submitting the County Fiscal Strategy Paper in line with national objectives in the budget Policy Strategy to the County Executive.
  • Preparing and submitting the County Budget Review Outlook Paper to the County Executive Committee.
  • Publishing and publicizing the County Budget Outlook Paper.
  • Preparing the annual and revised estimates for presentation to the County Assembly.
  • Preparing relevant Bills for submission to the County Assembly.
  • Dealing with County Assembly Questions and issues pertaining to expenditure, monitoring and control.
  • Advising the County Treasury on Budget Management and Assessing the risks involved in new and existing budget policies.
  • Any other duties assigned by the Chief Officer, Finance and Planning.
The Candidate must have:
  • A Bachelor of Commerce degree Accounting/Finance option from a University recognized in Kenya.
  • C.P.A (K) or ACCA qualifications.
  • Be able to demonstrate familiarity with public financial management and accounting systems.
  • Have at least 6 years post qualification experience, 3 of which must be in a Management position in a busy commercial or public financial accounting and treasury environment
  • Satisfy the requirements of Chapter Six of the Constitution.
  • A Masters degree in a relevant area will be an added advantage.
Remuneration*
  • Basic Salary: Ksh. 109,089 – 144,928 p.m

Head, County Revenue Office
JG ‘R’
Reporting to: County Chief Officer – Finance and Economic Planning
 
Duties & Responsibilities
  • Responsible for the day to day running of the County Revenue Collection Section.
  • Implementation of County policies and regulations on revenue.
  • Development and implementation of plans to operationalize County revenue to enhance efficient revenue collection and growth.
  • Design, effective, efficient and secure systems of collecting revenue.
  • Maintain records of all the revenue sources/centres, rates and revenues collected.
  • Project regular revenue trends for planning and decision making in the County.
  • Any other duties assigned by the Chief Officer, Finance and Planning.
Requirements:
The Candidate must:
  • Have a Bachelor of Commerce degree Accounting/Finance option from a University recognized in Kenya.
  • Have C.P.A (K) or ACCA qualifications.
  • Be able to demonstrate familiarity with public financial management, revenue and accounting systems.
  • Be thoroughly conversant with various financial management computer packages.
  • Have at least 6 years post qualification experience, 3 of which must be in a senior Management position in a busy commercial or public financial accounting and treasury environment.
  • Satisfy the requirements of Chapter Six of the Constitution.
  • A Masters degree in a relevant area will be an added advantage.

Head, County Supply Chain Management Services
JG ‘R’
 
Reporting to: County Chief Officer – Finance and Economic Planning
 
Responsibilities:
Responsible for the management and coordination of the supply chain services in the County.
  • Providing administrative guidelines on implementation and interpretation of Public Procurement and Disposal act 2005 and the supporting regulations.
  • Developing the County Annual Procurement Plan and ensuring adherence to it.
  • Sourcing for and implementing modern inventory management systems.
  • Advising the County Government on matters relating to Supply Chain Management.
  • Preparing Tender documents in accordance with the Public Procurement Act 2005 and regulations and coordinating the tendering process.
  • In liaison with other finance functions, provide guidelines on matters of procurement, contract design and contract implementation.
  • Secretary to the County Tender Committee.
  • Any other duties assigned by the Chief Officer, Finance and Economic Planning.
Requirements:
The Candidate must:
  • Have a Bachelor of Commerce degree from a University recognized in Kenya and a Diploma in Supply Chain Management from an Institution recognized in Kenya.
  • Be a member of the Chartered Institute of Supplies Management.
  • Be conversant with modern computer packages used in supply chain management.
  • Have served in supply chain management for 8 years in the public or corporate sector, 5 of which must be in a senior management position.
  • Have a thorough understanding of the Public Procurement and Disposal Act 2005 and its Regulations.
  • Satisfy the requirements of Chapter Six of the Constitution.
  • A Masters degree in a relevant area will be an added advantage.

Sub- County Revenue Officers 
(6 Positions)
JG ‘P’
 
Reporting to: Head, County Revenue Office
 
Responsibilities:
  • Each Sub-County Revenue Officer will be responsible for revenue collection in each of the six (6) sub-counties within the Nyeri County.
  • Identification of new revenue sources and advising the County Revenue Officer on maximizing on the revenue sources.
  • Preparation and submission of daily/weekly and monthly revenue collection reports the to the County Revenue Officer.
  • Responsible for making sure that all the revenue money collected are banked promptly.
  • Custodian and accountable of all official revenue documents in the sub-county.
  • Any other duties assigned by the County Revenue Officer.
Requirements
The Candidate must:
  • Have a Bachelors Degree in Commerce or Social Sciences from a University recognized in Kenya.
  • Have at least C.P.A Part II or similar level in ACCA.
  • Be conversant with various financial management computer packages.
  • Have at least 4 years experience in a busy commercial or public financial accounting/revenue collection and Treasury environment.
  • Satisfy the requirements of Chapter Six of the Constitution.

Duties & Responsibilities
The Sub-County Administrator will be responsible to the County Executive Committee Member in charge of Public Administration, Information and Communication for the following:
  • Coordinating, managing and supervising the general administrative functions in the Sub County unit.
  • Developing policies and Plans.
  • Ensuring effective service delivery.
  • Coordinating developmental activities to empower the community.
  • Providing and maintaining infrastructure and facilities of Public Service.
  • Facilitating and coordinating citizen participation in the development of policies and delivery of Services.
  • Exercising any functions and powers delegated by the County Public Service Board or any other Authority.
Requirements for Appointment
The Candidate must:
  • Be a Kenyan citizen,
  • Be a holder of at least a first degree from a university recognized in Kenya and a post graduate qualification in management or public administration,
  • Have working experience of not less than five years in middle level management/administration,
  • Satisfy the requirements of Chapter Six of the Constitution.
  • A Master’s degree in a relevant field will be an added advantage.

Ward Administrators
(30 Posts) 
JG ‘N’
Terms of Service: Term Contract
 
Duties and Responsibilities
The Ward Administrator shall be responsible to the Sub-County Administrator for the following:
  • Coordinating, managing and supervising the general administrative functions in the ward unit.
  • Developing policies and Plans.
  • Ensuring effective Service delivery.
  • Establishing, implementing, and monitoring performance management systems.
  • Coordinating developmental activities to empower the community.
  • Providing and maintaining infrastructure and facilities of Public Service.
  • Facilitating and coordinating citizen participation in the development of policies and delivery of services.
  • Exercising any functions and powers delegated by the County Public Service Board or any other Authority.
Requirements for Appointment
The Candidate must:
  • Be a Kenyan citizen;
  • Be a holder of a first degree from a university recognized in Kenya with a working experience of not less than 2 years in administration/management; OR be a holder of a diploma with not less than five (5) years’ experience in administration/management;
  • Satisfy the requirements of Chapter Six of the Constitution.
Remuneration*
  • Basic Salary: Ksh. 48,190 – 65,290 p.m
  • House Allowance: Ksh. 17,000 p.m
  • Other Allowances: Ksh. 8,000 p.m

Town Administrators 
(3 Posts) 
JG ‘P’
The three positions will be one each for Nyeri, Karatina and Othaya Towns.
 
Duties and responsibilities will include:
  • Implementing the decisions of the Town Management Committee.
  • Coordinating, managing and supervising the general administrative functions of the town.
  • Overseeing the affairs of the town.
  • Providing and maintaining infrastructure and facilities within the town.
  • Developing policies, plans, strategies and programmes for better management of the town.
  • Maintaining a comprehensive data base and information system of the town administration and providing public access to the same.
  • Facilitating and coordinating citizens’ participation in development of policies plans and delivery of services.
  • Ensuring preparation and submission to the County Treasury for consideration and submission to the County Assembly for approval as part of the Annual County Appropriation Bill.
  • Establishing, implementing, and monitoring performance management systems.
  • Performing such other functions as delegated by the Town Committee.
  • Exercising any functions and powers as may be delegated by the County Public Service Board.
Requirements
The Candidate must:
  • Be a Kenyan citizen
  • Be a holder of at least first degree from university recognized in Kenya
  • Have working experience of not less than five years in administration or management either in Public or Private Sector
  • Satisfy the requirements of Chapter Six of the Constitution.
  • A Masters degree in the relevant field will be an added advantage.

Tender Processes and Documentation Officers
(2 Positions)
JG ‘N’
Reporting to: Head, County Supply Chain Management Services
Responsibilities
  • Preparation of tender documents, requests for quotations in accordance with Public procurement and disposal Act 2005 and managing the entire tendering process.
  • Ensuring compliance with the Public Procurement and Disposal Act 2005, policies and processes.
  • Coordination of the submission of tender documents by bidders.
  • Coordination of tender opening, taking minutes of tender opening meetings and facilitating tender evaluation processes in accordance with the Public procurement and Disposal Act 2005.
Requirements
The Candidate must:
  • Have a Bachelors degree or Higher National Diploma in Supply Chain Management from a University/Institution recognized in Kenya.
  • Be conversant with modern computer packages used in supply chain management.
  • Have served in supply chain management for at least 6 years in the public or corporate sector since attaining the required qualifications.
  • Have a thorough understanding of Public Procurement and Disposal Act 2005 and the Regulations.
  • Satisfy the requirements of Chapter Six of the Constitution.
Remuneration*
  • Basic Salary: Ksh. 48,190 – 65,290 p.m
  • House Allowance: Ksh.17,000 p.m
