The County Assembly Service Board of Kiambu invites applications from suitably qualified Kenya citizens to fill the following vacant positions:
11. Principal Procurement Officer 

(KCASB 10)

One Position
Duties and Responsibilities
The job holder is responsible for:
  • Planning and co-ordination of supplies management services;
  • Enforcement of Government procurement regulations, systems and procedures;
  • Preparation of supplies estimates of expenditure and control of Vote;
  • Initiation of policy, review and updating of existing regulations, supplies management instructions, inspection, training and development of the supplies personnel.
Requirement for Appointment:
  • Bachelors Degree in Procurement; OR
  • Bachelors degree in Economics, Commerce, Business Administration or equivalent with postgraduate qualification in Procurement/Supplies Management;
  • Demonstrable knowledge and experience in procurement management.
12. Procurement Assistant 
(KCASB 6)
One Position
Duties and Responsibilities
  • Security and safe custody of stores;
  • Supervision of stores staff ;
  • Rationing of stores;
  • Making recommendations for disposal of unserviceable stores.
Requirement for Appointment
  • KCSE Certificate (mean C plain) with C (plain)in mathematics;
  • Diploma in procurement / supplies management.
13. Superintendent – Buildings 
(KCASB 9)
One Position
Duties and Responsibilities
The Superintendent (Buildings) will be in charge of all works and maintenance of buildings in the County Assembly service, including leasing and maintenance of Ward offices, and will specifically be responsible to the Clerk for:
  • Construction works of buildings including walls, joinery, masonry, architectural fittings, furniture, roofs, painting, and car parking among others;
  • Maintenance of buildings including walls, joinery, masonry, architectural fittings, furniture, roofs, painting, and car parks;
  • Training of all staff on responsible use of buildings and fittings;
  • Supervise and co-ordinate casuals assigned various works assignments.
 Requirements for Appointment:
  • A minimum of a Diploma in Civil Engineering;
  • Have wide experience in all areas of building construction and maintenance;
  • Have ability to plan work.
14. Commissionaire 
(KCASB 5)
Two Positions
Duties and responsibilities
  • Allocation of mail to MCA’s Pigeon hole;
  • Booking of visitors/guests at the entrances;
  • Issuance of entry badges;
  • Screening of strangers;
  • Storage of stranger’s baggage;
  • Prevent removal of institutional property without proper and authorized documentation;
  • Handling of telephone services;
  • Control of vehicular traffic/parking;
  • Patrolling of car parks;
  • Perform periodical security night duties.
Requirements Appointment
  • Served satisfactorily in the grade of Security Warden for a period of not less than three (3) years;
  • Served satisfactorily as a Security Warden in a Local Authority for a period of not less than three (3) years;
  • Shown merit and ability in work performance and results.
15. Chief Sergeant-At-Arms 
(KCASB 10)
One Position
The Chief Sergeant-at-Arms is an office in the County Assembly Service charged with duties involving service to the Speaker, Members, the Clerk and other staff of the County Assembly and performance of chamber and ceremonial duties.
The Sergeant-at-Arms also performs a number of miscellaneous security and safety duties for the general welfare of Assembly.
In executing these duties the Office of Sergeant-at-Arms performs the following duties:-
  • Maintain custody of the Mace;
  • Ensure protective security for all persons and property and advises the Speaker and the Clerk on the same;
  • Perform chamber and ceremonial duties;
  • Provide interdepartmental and chamber support services;
  • Enforce and implement the Speaker’s orders and other directives;
  • Allocate office accommodation to Members (MCAs) and staff and conference rooms to Committees;
  • Ensure fire prevention and safety of the facilities;
  • Ensure compliance with occupational health requirements/standards;
  • Access control management;
  • Crowd management;
  • Ensure desirable housekeeping standards and maintain decorum within the precincts of parliament;
  • Disaster preparedness and mitigation;
  • Investigating security incidents;
  • Coordinate Assembly police;
  • Disseminates relevant information to members through notice boards;
  • Carries out periodical security surveys;
  • Conducts institutional risk assessment.
Requirement for Appointment
 
Direct Appointment
For direct appointment to this grade, a candidate must:
  • Be in possession of Kenya Certificate of Secondary Education grade C+.
  • Have served in the disciplined forces for a period of not less than seven (7) years augmented with rank of Inspector and above;
  • Be computer literate;
  • Have a certificate in firefighting and first aid;
  • Must possess an exemplarily service certificate;
  • Possession of a Masters degree in a relevant discipline from a recognized institution will be an added advantage.
Promotion
For promotion to this level, an officer must have:
  • Served satisfactorily at the level of Sergeant- At-Arms for a period not less three (3) years;
  • Shown explicit acquisition and application of knowledge of the operations of a Legislature;
  • Be in possession of Kenya Certificate of Secondary Education grade C or its equivalent;
  • Should have undergone training in Parliamentary Studies.
16. Deputy Sergeant-at-Arms 
(KCASB 8)
One Position
Duties and responsibilities
The Senior Sergeant–At- Arms will be responsible to the Clerk for:
  • Deputizing the Chief Serjeant-At-Arms in the management of the department;
  • Enforcing speakers rules;
  • Performing chamber and ceremonial duties;
  • Security and general logistical Support for the Speaker;
  • Posting of information boards for Members;
  • Providing fire and safety services;
  • Accessing control management;
  • Crowd control management;
  • Coordinating civic education;
  • Investigating incidences;
  • Conduct security surveys;
  • Maintaining decorum in the County Assembly precincts;
  • Crime detection and prevention;
  • Ensuring security for personnel and property;
  • Supervision of gardeners, cleaners, Commissionaires and security wardens;
  • Ensuring proper housekeeping standards are maintained.
Requirement for Appointment
 
Direct Appointment
For direct appointment to this grade, a candidate must:-
  • Be in possession of Kenya Certificate of Secondary Education (KCSE) grade(C+) ;
  • Have served in the disciplined forces for a period of not less than fifteen (15) years;
  • Be computer literate;
  • Have knowledge in fire fighting and first aid;
  • Must possess an exemplarily service certificate.
Promotion
For promotion to this level, an officer must have:-
  • Served satisfactorily at the level of Sergeant-At-Arms for a period not less than three (3) years;
  • Shown explicit acquisition and application of knowledge of the operations of a legislature;
  • A Kenya Certificate of Secondary Education (KCSE), mean grade C or its equivalent;
  • Undergone training in Parliamentary Studies.
17. Sergeant-at-Arms 
(KCASB 7) 
Three Positions
Duties and responsibilities
The Sergeant- At- Arms will be responsible to the Senior Sergeant-At-Arms for:
  • Enforcing speakers rules;
  • Performing chamber and ceremonial duties;

  • Ensuring security for personnel and property;

For direct appointment to this grade, a candidate must:-
  • Be in possession of Kenya Certificate of Secondary Education grade C;
  • Have served in the disciplined forces for a period of not less than five (5) years;
  • Be in possession of a diploma in a relevant discipline from a recognized institution;
  • Be computer literate;
  • Have a certificate in fire fighting and first aid;
  • Be in possession of an exemplarily service certificate.
Promotion
 
For promotion to this level, an officer must have:-
  • Served satisfactorily at the level of Sergeant- At-Arms for a period not less three (3) years;
  • Shown explicit acquisition and application of knowledge of the operations of the Assembly;
  • A Diploma in a relevant discipline from a recognized institution; and
  • Should have undergone Parliamentary Studies.
18. Fiscal Analyst 
(KCASB 10)
One Position
The Fiscal Analyst is responsible to the Clerk of the County Assembly for among others,
  • Carrying out commissioned Budget analysis and research on specific area of interest as deemed necessary by the Clerk;
  • Carrying out assessment of the strengths and weaknesses of the County Executive Policy Options relating to resource mobilization and allocation;
  • Designing and conducting relevant Budget research on specific areas of interest;
  • Guiding the process of assessment of the strengths and weaknesses of the County Executive Policy Options relating to resource mobilization, allocation and utilization;
  • Preparing and delivering budgetary information to members and relevant County Assembly Committees;
  • Budget workshops planning and participating in the workshops;
  • Formulating the Departmental Annual Work Plan, monitoring and evaluating its implementation.
Requirements for Appointment
  • A Masters degree in Economics or its equivalent from a University recognized in Kenya;
  • Have served as a Fiscal Analyst / budget officer / Economist for a minimum of three years preferably in the public service;
  • Good understanding of national and county budgetary process and public fiscal policies;
  • Team player with good communication and interpersonal skills;
19. ICT Officer
(KCASB 9)
One Position
Duties and Responsibilities
  • Installation and configuration of Local Area Network and Wide Area Network;
  • Developing and updating applications systems;
  • Carrying out systems analysis, design and programme specifications in liaison with users;
  • Overseeing the process of configuration of new Information Communication Technology equipment;
  • Maintenance of computer systems;
  • Carrying out repairs and maintenance of Information Communications Technology equipment and associated peripherals;
  • Drawing up hardware specifications for Information Communication Technology equipment;
  • Verification, validation and certification of Information technology equipment.
Requirement
For appointment to this grade, an officer must have:
  • Served in the grade of Information Communication Technology Officer III or an equivalent position in the Public Service or private sector for a minimum period of three years (3);
  • Demonstrated professional ability, initiative and competence in organizing and directing work;
  • Must have a Bachelor’s degree in any of the following: Computer Science or any other ICT related discipline with a bias in Information Communication Technology from a recognized institution;
  • Ordinary/ Higher National Diploma in Computer Science, Hardware, Network administration, Maintenance, or Software Support;
  • Shown merit and ability as reflected in work performance and results.
20. ICT Assistant 
(KCASB 7)
One Position
Duties and Responsibilities
  • Provide user support and training of users;
  • Assisting in the implementation of the computer systems;
  • Writing and testing simple computer programs according to instructions and specifications;
  • Monitoring the performance of ICT equipment;
  • Reporting any faults for further actions;
  • Repairs and maintenance of ICT equipment and associated peripherals;
Requirements for Appointment
  • The Kenya Certificate of Secondary Education mean grade C+ plain and at least a C Plain in mathematics and English/ Kiswahili or Its approved equivalent.
  • A Diploma in Information Technology or equivalent from a recognized institution
21. Legal Counsel
(KCASB 10)
Two Positions
Duties and responsibilities
The Legal Counsel shall be responsible to the Assembly Clerk for-
  • Drafting of Private Members’ Bills;
  • Drafting of amendments to Bills to be proposed to the Assembly by any Member of Assembly or any Committee of Assembly;
  • Giving legal interpretation of Acts and Bills and generally giving legal advice on matters relating to the County Assembly;
  • Providing legal advice to the County Assembly, Assembly Committees, the Speaker, the County Assembly Service Board, individual Members and the Clerk;
  • Ensuring that Bills passed by the County Assembly comply with the Constitution;
  • Liaising with the Office of the County Attorney on litigation matters involving the County Assembly;
  • Legal representation of the County Assembly and the County Assembly Service Board in court proceedings;
Requirements for Appointment
  • Have a Bachelor of Laws degree;
  • Be admitted as an Advocate of the High Court of Kenya;
  • Be registered as a Commissioner of Oaths;
  • Be in possession of a current practicing certificate;
  • Have proficiency in the use of basic computer applications.
22. Legal Clerk 
(KCASB 9)
One Position
Duties and Responsibilities
A Legal Clerk will be responsible to the Legal Counsel for.
  • Taking hearing dates in Litigation matters;
  • Facilitating service of Legal Documents;
  • Collecting, circulating and filing of published bills and subsidiary legislation;
  • Filing of court documents and any other legal documents;
  • Organizing the Legal Department Registry;
  • Drafting Legal Documents under the supervision of the Litigation Counsel;
  • Providing any other Clerical services that may be required by the County Assembly, the Committees, the Speaker, the County Assembly Service Board or the Clerk;
Requirements for Appointment
  • Degree in Law from an institution recognized in Kenya;
  • Proficiency in the use of basic computer applications;
  • Possession of a current Process Server’s Certificate.
Preferential Criteria During Selection
Suitably qualified applicants will enjoy preferential treatment in the order below:
1. Applicants serving in positions at the County Assembly ;
2. Applicants serving in the public service in the republic;
3. Applicants who are residents of Kiambu County;
4. Applicants from the rest of the Country.

2. In addition, applicants for the position of Clerk of County Assembly should submit certificates of clearance from the Ethics & Anti-corruption Commission, Higher Education Loans Board, Criminal Investigations Department and the Kenya Revenue Authority as part of compliance with Chapter Six of the Constitution of Kenya.
