Background
The International Institute of Rural Reconstruction (IIRR) was established 51 years ago as a global development organization with its Headquarters in Asia.
It is founded on four thematic areas namely: Food Security and Sustainable Wealth Creation; Education for Pastoralists and Other Marginalized Communities; Disaster Risk Reduction and Climate Change Adaptation; and Applied Learning.

IIRR with funding from Acts! Changieni Rasilimali CRM Facility is implementing a project Enhancing
community participation for sustainable harvesting and management of forest resources in Marsabit and Samburu counties.

The project is designed to improve participatory and inclusive forest management, governance and sustainable utilization of forest resources around Lerroghi Forest in Samburu and Marsabit forests in Marsabit County.
The project has two main objectives
(i) Advocate for participatory and inclusive forest management and governance in Samburu and Marsabit
(ii) Influence communities and other duty bearers on sustainable harvesting and use of forest resources.
To achieve these objectives IIRR is working with local partners; CIFA in Marsabit and CODES in Samburu.
Research on forest policy and identification of gaps
The development of forest policy in Kenya dates back to 1891 when first forest policy was enacted,
Since then there are a number of amendments and changes to march the changing realities of time, currently the forest act 2005 is the policy document that lays guideline for governance and management of forest.
In this act, community participation is highly emphasized, in the past the management of forest was unilateral command and control style, this has often created animosity between forest department and the communities living in close proximity to the forest, the result has always been destruction of forest and negative impacts on the communities on depend on it.

The study findings will be used to develop policy briefs for engagement with county leadership. Other
audiences will include; Kenya Wildlife Service (KWS), Kenya Forest Services (KFS), local area leaders
among other stakeholder.

In addition the study findings will be used to develop programmes which on policy change.
Purpose of the study
The objective of this study is to
1) Identify policy and policy implementation gaps on forestry management within the two forest

2) Develop policy briefs to address the gap for lobby within two counties and the whole country
3) Identify opportunities that can be utilized to improve management and challenges that might
hinder the attainment of sustainable management and conservation
Methodology
Participatory methodology involving all forest conservation stakeholders in the project area can be
employed in data collection; however the consultant will propose methodology to use in data collection,
analysis and presentation of the findings.

Specific task
- Undertake a detailed search of literature (including project documents) on the subject and properly document it in the study as annexure;
- Review Institutional management arrangement of the two forests including – National Environment Management Authority, Kenya Forest Service, Local authorities, Kenya Wildlife Services, Environment department at county level, Consult KFS, KWS, other NGO working in the sector of environmental conservation and Partners in the two counties and the target community
- Conduct interviews with relevant professionals;
- Review all the related policies (forest management, NRM, Climate change, etc) that are currently in effect, either as official policy documents or in the form of notifications, speeches, or in any other form;
- Identify gaps in the existing policies, with respect to their relevance to and contradictions of Government of Kenya national and international commitments under forest management
- Make recommendations on how to address the gaps/anomalies in the existing policy framework of Forest management.
Deliverables
- An inception report which include methodology and data collection tools, analysis and reporting, work plan and budget to be presented to NRM advocacy officer and the country director at IIRR office.
- Policy briefs
- A draft report, with preliminary findings, 7 days after completion of data collection activities in the two counties.
- A final report, 7 days after submission of draft report.
Proposed time frame
Profile of the consultant
- The consultant must have at least Masters degree in Environmental law, Environmental studies, Natural resources management, Forestry or related field.
- At least five years experience working in the field of forest management, environmental resources conservation and environmental management.
- Must have conducted assignment of similar nature in the last 5 years.
- Knowledge, experience and understanding of the area or similar experience working in Northern Kenya.
- Demonstrated skill and experience in policy formulation and policy gap analysis.

The EOI should contain a technical and financial proposal.
The technical proposal should include; consultants understanding of the TORs, methodology, work plan or activity schedule and the final report table of contents).
A detailed CV of the consultant and a sample report should also be included as annexes.
The financial proposal should include professional fees and any other expenses required to undertake the study.
