The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people.

NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents.

In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs Building Resilient Communities in Somalia (BRCiS) is a consortium of humanitarian NGOs providing a range of DRR, development, social protection and emergency response efforts across Somalia.

The BRCiS Consortium consists of Norwegian Refugee Council (lead), CESVI, Concern Worldwide, International Rescue Committee and Save the Children.

The Consortium began in late 2013 with a 4-year resilience grant from DFID and has grown from this core-funding to include a diverse portfolio of resilience and crises modifying initiatives.
With the initial multi-year resilience programme winding down, the BRCiS Consortium is planning its follow-on programme for 2018-2021.
From the shared experience of the last 4 years, BRCiS has developed strong programmatic values, a Somalia-centred culture, bottom-up methodology and the organizational capacity to lead the way forward.
The Consortium is searching for a consultant that can build-upon these distinct BRCiS values and structure a clear programmatic proposal in coordination with the BRCiS programme design team.
Job Summary: The consultant will take the lead role in developing a proposal for DFID on behalf of the BRCiS Consortium.
The proposal will address the upcoming long-term DFID resilience funding opportunity for 2018-2021.
A formal call for proposals has not been issued yet but is foreseen to be published soon. Consultations with Consortium Members and wider stakeholders has been initiated and detailed “points of change” between BRCiS 1 and BRCiS 2 have been documented.
While a programme design team will provide substantial support to the consultant, an external perspective is needed to balance thinking and write a proposal digestible to someone without any previous knowledge of the BRCiS methodology.
The consultant will need to be up to date on the latest resilience learning from outside of Somalia and have direct experience partnering with leading resilience programmes funded by both DFID and USAID in multiple countries.
