Recruitment of  a Chief Operating Officer

Our client, an International NGO affiliated to the University of California San Francisco (UCSF) Bixby Center for Global Reproductive Health and Collaborative Research Programs seeks to recruit a highly motivated individual to fill the position of a Chief Operating Officer (COO).

The incumbent will be responsible for overseeing the operational and organizational functions for a variety of research activities, care and training programs based in Kisumu.

The overall objective of this position is to develop strong working relationships with in-country partners to ensure that the administrative, programmatic and financial functions needed to support program implementation meet Kenyan and US funder requirements for financial management, legal and policy compliance.
Specifically, the job holder will be required to:
a) Provide overall operational oversight and strategic planning for and on behalf of UCSF faculty for their research, care and training projects in Kenya.
b) Assess both the programmatic and administrative/financial infrastructure for the program and within collaborating institutions to ensure that it is sufficient and will support the growth of the various UCSF research, care and training programs.
c) Oversee the development of an overall organizational structure with collaborating institutions, subcontractors and field operations to ensure the administrative and governing infrastructure is in place.
d) Oversee negotiations with subcontracting institutions, supporting entities and vendors.
e) Work with the Grant Manager (GM) to ensure that the short and long term strategic planning for the organization includes development of the financial capacity and infrastructure needed to support the programs and meet funder requirements for compliance and financial management.
f) Ensure that collaborating subcontracting organizations are fully functional and compliant with Kenyan and U.S. government regulations in terms of their organizational structure, delegation of roles and functionality and that the overall organizational structure at the program level is supported by the administrative and financial structure.
g) Provide oversight and guidance to all collaborating organizations to ensure that their organizational development and staffing is sufficient to meet the administrative and financial demands for managing the programs and projects.
h) Assess and analyze the current procurement systems and recommend changes to ensure greater compliance with funder policies and procedures. In addition, the COO will work with the GM and collaborating peers to identify and implement a payroll management plan for the growing number of programmatic employees. He / She will also be responsible for traveling to program sites throughout the country to evaluate the organization, infrastructure and staffing and make recommendations for improvement.
i) Monitor and assess the payroll procurement functions for the programs to ensure better functioning and compliance with policies. This includes:
  • Provide technical assistance to the procurement personnel and train procurement personnel on US and UCSF grants management requirements
  • Assist with establishing payroll management system for NGO personnel
j) Provide UCSF leadership, technical advice and direction regarding the planned transition and consolidation of the management of the various programs. S/he will also provide technical advice to the board of collaborating organizations on governance, development of business plans and models and strategize for additional departments and functions.
k) Ensure that regulatory and legal registration requirements for collaborating organizations are completed and maintained.
l) Monitor to ensure that collaborating organizations complete required financial audits and other registrations per Kenya and US regulations.
m) Ensure that conflict of interest procedures and policies are implemented broadly throughout the programs.
n) Consult and provide technical advice to the management teams of collaborating organizations to ensure that:
  • Short and long terms strategic planning support programmatic and funder directives.
  • Organizational planning supports financial, administrative and programmatic stability, including sufficient staffing.
o) Plan for future transitions at collaborating organizations

Location: Kisumu

Remuneration: Successful candidates will be offered a competitive package commensurate with their qualifications and experience.
The ideal candidate will be a holder of a Bachelor’s Degree in Management or related field with at least twelve (12) years’ experience or a holder of a Master of Business Administration (MBA) or related field with at least eight (8) years’ experience.
The work experience should reflect progressive professional practice in operational management; demonstrate capacity in managing large research programs and projects; strong analytical skills and have the ability to lead teams and work with various stakeholders.
Demonstrable experience in the management of programs funded by the U.S. Government, including experience in managing operations for NIH and CDC-funded projects and in-depth knowledge of U.S Government Grants management rules and regulations.
A working experience in Sub-Saharan Africa and Kenya is highly desirable.
