The Programme for Agriculture and Livelihoods in Western Communities (PALWECO) is a bilateral programme funded by the Government of Kenya (GoK) and the Government of Finland (GoF).
The programme aims at reducing poverty, improving livelihoods and living standards of the population of Busia County.

The programme seeks to recruit a qualified and experienced candidate to fill the following vacant position:
Position: Capacity Building Specialist
Recruitment: National
 
Duties:
Coordinate PALWECOs Savings & Credit activities and ensure replication of these activities
  • Support and practical coordination of capacity building measures including needs assessments, planning, implementation and monitoring of CP activities
  • Identification of relevant training providers Coordination of development of training materials
  • Reviewing provisions of the existing GoK strategies, policies, acts, rules and regulations in regard to staff management and competencies and preparation of proposals on integrating these into Programme management
  • Integration of capacity building in the annual work planning of the Programme. This will include: Preparing, coordinating, organizing, providing oversight to, supervision of an outsourced service and ensuring all identified training activities at all levels (GoK staff, communities) are completed as planned.
  • Integrating cross cutting issues in the training/capacity building activities including gender equality, vulnerable women / youths, HIV/AIDS, rule of law, democracy, human rights and climate change monitoring and supervising the outsourced services/programme implementation.
Educational background: At least a Master‘s degree in fields such as Rural Development, Agriculture, Sociology, Business Management, Economics, Home Economics or any related fields

Preferable working experience:
  • At least 10 years of relevant work experience
  • Relevant track record of working successfully in a similar position in a donor financed development programme in Kenya
  • Knowledge and experience from employment and human resources development regulations in Kenya
  • Experience in project cycle management and logical framework approach
  • Experience in management and leadership
  • Experience in rural development with focus on areas relevant to PALWECO (agribusiness and value chains, agriculture, rural credits, household economy, rural infrastructure)
Personal Qualifications:
  • Good communications skills
  • Fluency in English and Swahili
  • Fluency in a regional language of Western Kenya is an advantage.
  • Excellent interpersonal skills.
  • Ability to work in a multi-cultural environment.
  • Pro-active with ability to take initiative and work in a team environment.
  • Proven ability to motivate people.
