Job Title: Monitoring Evaluation Accountability and Learning (MEAL) Officer

Role Purpose: To support the delivery of Monitoring, Evaluation, Accountability & Learning (MEAL) strategy, policy and practice by designing programme monitoring systems, build the capacity of staff in their analysis and dissemination of data, coordinate information management; strengthen beneficiaries’ accountability mechanisms and reporting systems.
Scope of Role: The MEAL Officer based in Lodwar will have responsibility for collection, compilation, analysis, maintaining and dissemination of data on Education, Disability, Nutrition and (Maternal & New-born Child Health) MNCH project.
Together with the MEAL Coordinator establish and strengthen a comprehensive Monitoring and Evaluation system to measure programme progress and impact and establish effective lesson learning and beneficiary accountability mechanisms in the project area.
This position demands the technical knowledge, people management skills, work experience and zeal needed to oversee MEAL strengthening at County and sub-county levels.
 
Dimensions: Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners.
Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada and SC Finland to create a single operation in Kenya.
In February 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own.
Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Nairobi, Turkana and Wajir. We work through partners in many other parts of the country.

Reports to:  Monitoring Evaluation Accountability and Learning Coordinator.

Key Areas of Accountability:

  • Supporting the development of systems and processes for the implementation of M&E policy and procedure based on Save the Children best practice, developing frameworks to integrate impact assessment, learning and knowledge management into the programs.
  • Maintaining a tracking spread sheet for M&E activities and events – baselines, assessments, reviews, evaluations – tracking trends and recommendations
  • Coordinating the sharing of learning related to M&E practices and providing support during internal/external reviews, evaluations, and lessons learned exercises.
  • Participating in the development of tools and guidelines for data collection, collation and reporting, with a focus on establishing Output Tracking, systemically checking this data for quality, accuracy, and consistency, and providing feedback as necessary
  • Participate in conduction of survey, evaluation, documenting case studies and participate in research activities
  • In consultation with the program teams, and other support function departments establish, initiate and ensure implementation of beneficiary accountability systems in field program areas in Turkana including establishing complaints mechanisms
  • Participate in design and preparation of project proposals and log-frames for new projects including facilitating initial assessments, baseline data collection, and establishing targets and indicators.
  • Ensure MoH & MOEST data tools (registers, forms etc) are correctly utilised, kept and updated within SCI project areas including health facilities, schools and communities
  • Assist the program staff with the preparation and presentation of data for internal and donor reports in a timely manner
  • Establish contacts with other agencies and MEAL staff within government departments and external agencies.
  • Developing protocol for sharing data and ensuring the organization activities meet the requirements of the Data Protection Act.
  • Interface with the project coordinators and research officers of projects to manage the data collection and cleaning

Qualifications and Experience
  • Degree in Statistics, Health Information Systems, social science or relevant area
  • Minimum three years practical experience in M&E system coordination/implementation in a large international non-governmental organisation or other international relief/development body;
  • Demonstrable track-record in data tracking and evaluation, with the ability to support staff and partners on M&E methodology and analyze and disseminate complex information to a range of stakeholder audiences;
  • Skills in designing and implementing information management and performance measurement frameworks.
  • Computer literacy, particularly in Word, Excel, and PowerPoint;
  • Working knowledge of data/statistical programmes e.g. SPSS
  • Excellent planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities;
  • Strong communication and interpersonal skills in English, with experience working in multicultural, values driven teams;
