In Nairobi County, an urban disaster risk reduction intervention has been in place since 2008, initially with a focus on fire safety moving towards a more multi hazard approach.
The Kenya Red Cross Society, with the support from the American Red Cross is launching the Fire Sensors for Safer Urban Settlements project in Mukuru Fuata Nyayo informal settlement in Nairobi to pilot the use of emerging technologies to reduce fire risks in dense tightly woven urban areas.
KRCS is hereby requesting qualified consultants to submit proposals to implement key components of the project through two consultancies.
Consultancy 1: Community Fire Response Study

The Kenya Red Cross Society is seeking a research consultant to lead an analysis of existing and potential community fire response mechanisms in Mukuru Fuata Nyayo (Nairobi).
The study will focus equally on two areas:
1. To research and document historical and existing community operational mechanisms for responding to fires within Mukuru.
2. To develop and design potential low cost, low technology, sustainable community fire response stations
The Consultant will need to provide services over three months.
Consultancy 2: Historical Fire Trends and Municipal Fire Response Research
The Kenya Red Cross Society is seeking a research Consultant to research, analyze and document historical fire data and trends in the targeted project area of Mukuru Fuata Nyayo (Nairobi) and the existing municipal response mechanisms for responding to fires including opportunities and  constraints towards improving fire response in Mukuru Fuata Nyayo as well as within the broader Nairobi context.

Submission of Proposal: Deadline to submit applications is Wednesday 22nd July 2015, at 11:00 am.
Applications should be delivered at the Tender Box situated at the reception of Kenya Red Cross Headquarters, situated in South C (Bellevue), Popo Road off Mombasa Road.
The Technical Proposal will be opened at 12:00 noon at the Society’s Headquarter on the same day in the presence of the bidders and/or their representatives who choose to attend.
A Complete Proposal with two separate technical and financial proposals, enclosed in one outer sealed envelope should be clearly marked with the Proposal No. as shown below:
