Finance & Administration Officer ā€“ Dadaab

The Finance & Administration Officer shall be responsible to and report directly to the Sub-program Manager (Day to day Activities in Dadaab) and Finance Manager in Nairobi (Functional – Technical Issues) or the person designated by him/ her for carrying out his/ her duties.
Key Points of Communication: Finance Manager in Nairobi, Deputy Finance Manager – Nairobi, Sub Program Manager, Project Coordinator, Logistics Officer Nairobi and Programs Unit – Nairobi.
Duties and Responsibilities:
To ensure the Financial well-being and integrity of LWF work through:

Payment of incentives on a monthly basis and casual wages ensuring the following;
  • That the daily time sheets are completed and duly approved by the supervisor.
  • That the incentive summaries are certified by the field officers and approved by the Project coordinator/Deputy.
  • Ensure that the payment sheets are correctly coded with relevant budget codes
  • Preparation of a timetable to departmental heads and refugee leaders on the payment dates.
  • That the refugees have adequate identification.
Administration and Personnel:
  • Preparation of the LWF Staff Payroll, Salary Journal Voucher and ensure proper coding.
  • Support the HR office with the computerized payroll.
  • Ensure medical and other insurance related to staff and properties are calculated in correct manner and premium are charged as per the rate agreed by the insurance company.
  • To supervise the Dadaab Administration/compound staff.
  • Conducting random physical stock counts at the stores comparing with stores records and reporting on unexplained variances and overseeing the annual physical stock counts and holding briefings.
Resource control
  • Reconciliations of Balance Sheet A/Cā€™s (Salary & Working Advances, A/C Payables) and generating A/C schedules as may be assigned by the Finance Manager.
  • Maintaining the Safe cashbook on a monthly basis.
  • Verification of the petty cash counts.
  • Maintaining the Bank Cash Book & Bank Reconciliation i.e. BDCD
  • Writing of cheques and cheque remittance advice, ensuring that all relevant documents are attached and dully approved, e.g. invoices, delivery notes, GRNs, credit notes, purchase order/ contracts, quotation analysis, quotations, demand forms etc.
  • Preparation of monthly cash request from Nairobi.
  • Cash withdrawals from the banks and coordination of the same.
  • Reconciliation of personal advance accounts and filing of the schedule on a monthly basis.
  • Verification of data entries into ACCPAC. Checking the accuracy, completeness of data, amounts and ACCPAC codes before posting on a monthly basis.
  • Proper filling of all documents pertaining to the above tasks.
  • He/She is the custodian of the vehicle log books.
  • Any other duties as may be assigned by the Finance Manager
Management:
  • Constructive participation in the senior management forum of LWF in Dadaab as requested by the Sub Program Manager.
  • Monitoring and forecasting of budget burn rates and overall support cost budget of LWF Dadaab ensuring full utilization of funding and reallocation of budgets are submitted early to donors.
  • Supervision, support and evaluation of the staff in the LWF Dadaab finance department
