Job Vacancy: Program Director for Somalia

Background / Summary: Catholic Relief Services is currently responding to the humanitarian crisis in Somalia by working with local and international agencies to address the current food security and other issues.

CRS began its response in August 2011, and continues to implement projects that span from immediate humanitarian needs to increasing resilience.
CRS response focuses primarily, but not exclusively, in the Al Shabaab controlled, south-central region where the needs are the greatest, but the operating environment most complicated, unpredictable and insecure.
The current Somalia portfolio primarily includes projects funded by the US Government with a small supplement of CRS private funds.

The Somalia Program Director will be responsible for ensuring the achievement of current project objectives while maintaining strict compliance with donor requirements; developing new project activities; and developing and maintaining an active network of local and international organizations working in Somalia.
The position currently supervises two direct reports with the potential for expansion.
CRS participates in several UN sector clusters and coordinates closely with donor agencies, peer organizations and other international partners. Specific Responsibilities:

Reports to: Head of Programs, CRS Kenya – Somalia
 
Representation/Relationships
  • Develop and maintain strong partnerships with local implementing partners and other local and international agencies.
  • Ensure strong representation with the Church, United States Government, Donors, international organizations (i.e. international and national PVO s, and other appropriate networks).
  • Identify and negotiate new and diversified funding opportunities to support the program’s growth strategy.
  • Coordinate with relevant local NGO emergency actors, UN agencies, international actors (ICRC e.g.) to ensure effective targeting and implementation of the project.
  • Ensure CRS is represented in all relevant emergency technical meetings and coordination bodies within/out of Somalia.
  • Ensure that meetings are documented and results circulated to relevant actors on a timely basis.
  • Coordinate/lead visits of CRS, donor, partners, etc. related to the Somalia program.
Strategic Direction and Program Quality
  • Provide strategic direction to CRS programming in Somalia.
  • Ensure that program quality standards are adhered to and maintained.
  • Enhance partner capacity in needs assessment, program planning, design and monitoring.
  • Closely monitor events in order to update and adjust program activities and approaches, when necessary, and to communicate this situation to the region and CRS HQ.
  • Explore future management models for CRS programming in Somalia
Stewardship
  • Responsible for the effective management of CRS Somalia financial, administrative and human resources.
  • Ensure compliance of CRS and donor administrative and financial requirements.
  • Work with partner organizations to ensure that their financial reporting is following CRS partner standards and best practices.
Communications
  • Ensure effective communications with country program leadership, regional technical advisors, and HQ Public Donor Liaisons.
Reporting
  • Collect data, prepare and submit required reports for emergency projects, including donor and private funds narrative reports, monthly performance indicator tracking tables, baseline and final evaluation reports, as well as other reports needed/required by the local partners, donors, the region or headquarters, when necessary.
  • Provide regular updates to non-government coordination bodies, as requested.

Key Working Relationships: 
  • Internal: CRS Kenya –Somalia Head of Programs, HQ Humanitarian Response Department, EARO staff
  • External: Local government, other humanitarian organizations (UNHCR, UNICEF NGOs, etc.), implementing partners, local church partners and beneficiaries.
Personal / Professional Skills
  • Ability to work independently, but also coordinate effectively as part of a team.
  • Strong analytical and organizational skills.
  • Excellent written and spoken communication skills in English.
  • Strong computer skills (MS Word, Excel, Outlook and Power Point).
  • Experience in humanitarian programming and/or working in a humanitarian relief setting; knowledge or relevant guidelines and best practices (Sphere).
  • Ability to travel to a diverse, challenging and potentially unstable environment.
Qualifications
  • Appropriate education related to international humanitarian relief and development and/or project management. Master’s Degree preferred.
  • Minimum five years’ experience working within international development and/or relief programming, including experience in emergency environments.
  • Experience with capacity strengthening and partnership building.
  • Supervisory experience, especially in a multicultural setting.
  • Strong cross-cultural skills and experience working with a diverse staff.
  • Experience working/living/language skills in Somalia preferred.
