Chief Executive Officer
Location: Nairobi
Start Date: June 1st 2015
Minimum Starting Salary: KES 250,000 – 350,000 net per month, pension, medical, life insurance (negotiable informed by proof of current earning capacity)
Reporting Lines:
  • Post-holder reports to: Executive Committee through the Chairperson
  • Staff reporting to this post: Communications and Administration Officer
  • Staff significant for this post: PEN staff, members of the Group
Dimensions:
  • High level representation of the Reference Group;
  • Strategic programme direction and management of Strategic Plan 2015-2019
  • Budgetary oversight and sign off authority up to Kshs 100,000
  • Programme fundraising with significant autonomy and delegation;
  • Team oversight and performance management
You will provide membership representation for over 200 members working in 47 Counties, executive
management of the US$600,000 per annum programme that catalyzes membership and citizens based
public policy advocacy, organizational strengthening and leadership development.
You are expected to have a Master’s degree, more than three years of PBO leadership and/or managerial experience, direct experience of working with large numbers of citizen’s action groups associations (student, sectoral networks, advocacy groups, PBOs or associations to influence public policies and/or change public behaviour and excellent analytical and communication skills in both English and Kiswahili.
Candidates are expected to be committed to social justice, organisational development, adult empowerment and gender sensitive approaches and be able to work and travel within Kenya.

Key Responsibilities:

  • Develop annual work plan and budget
  • Coach and hold accountable CSO Reference Group staff against agreed work plan, budget and performance objectives;
  • Develop and implement necessary policies, systems and procedures for effective management and operations of the CSORG in line with the Strategic Plan
  • Monitor and report monthly on financial and narrative progress against the agreed annual work plan and budget;
  • Fundraise for the Strategic Plan, programme and operations of the CSO Reference Group;
  • Maintain high level of analysis and knowledge related to the Kenyan constitution, PBO Act and national and county policy influencing moments;
  • Analyse, produce and communicate complex information to an internal and public audience;
  • Actively represents the CSORG to high-level partners, allies and high level policy makers (Job Group F-G1) by maintaining a set of personal contacts and relationships;
  • Work autonomously with significant financial and representational responsibility.
  • Monitor and develop measures to manage risks that can affect the sector in Kenya and exploit emerging opportunities.
  • Manage and build strategic relationships with funding agencies and affiliate CSO representative organisations within and outside of Kenya. Develop and implement strategies for growing and retention of membership for the CSORG.
  • Report to the Executive Committee through Chairperson and have direct contacts with members
Skills and Competencies:
Essential
  • Commitment to the values and objectives of the CSO Reference Group;
  • Familiarity with the rights-based approach, justice, adult empowerment and gender approaches;
  • Relevant education at Masters level, preferably in a development-related field or requisite experience;
  • Director or Managerial level experience of growing organisations, advocacy and management for minimum of three years;
  • Demonstrated capacity to represent others to undertake public policy advocacy;
  • Demonstrated knowledge of the workings of National Government;
  • Demonstrated fundraising and grant management capacity;
  • Direct experience working with large numbers of citizens action groups or associations (student, sectoral networks, advocacy groups among others) and commitment to the contribution they can make in development and strengthening open governance and democratic development;
  • Excellent analytical and communication skills and demonstrable ability to think strategically, innovatively and practically to improve programme quality;
  • Good communication skills and fluent command of written and spoken English and Kiswahili;
Desirable
  • Director or Senior Managerial level experience of growing organisations, advocacy and management for five years;
  • Knowledge of devolution and County Government processes in comparative international spaces;
  • Demonstrated professional use of social media (twitter, face-book among others);
  • Relevant education at Masters level, preferably in a development-related field;
  • Demonstrated experience of citizens based advocacy, organizational strengthening and leadership development.
