Financial Management Expert Job at AESA Consortium in Kenya October 2014

 

AESA Consortium is recruiting for a Financial Management Expert for a project: Technical Assistance to AU-IBAR – Fishery Governance.

The overall objective of the project is to enhance the contribution of fisheries resources to food security and economic growth in Africa. 

The specific objective is to improve institutional and policy environment for sustainable management and utilization of fisheries resources in Africa.

Qualification

Advanced university degree (Master’s degree or equivalent) in finance, accounting or related field, and the incumbent must be a Certified Public Accountant (CPA), a Chartered Accountant (CA) or equivalent.

Professional experience

A minimum of 5 years of progressively responsible professional experience in accounting and finance in private or public sector multinational organizations is required.

Experience in adapting to complex accounting systems such as IPSAS and IFRS is desirable.

Practical experience in public accounting and audit is also desirable.

Experience in drafting procedures, guidance notes and an exposure draft is desirable.

Specific professional experience

At least 2 assignments of developing IPSAS-compliant accounting policies, and providing guidance on operational procedures that will support the preparation of IPSAS-compliant financial statements (e.g. for property, plant and equipment; employee benefits and contingent liabilities);

At least 2 assignments of managing IPSAS compliant periodic reporting by ensuring completeness, accuracy and compliant underlying financial data;

At least 2 assignments of preparing and consolidating financial statements and audit files to support the statements;

Ability to work and assist management by providing information and responses to internal/external audit observations, analyzing audit recommendations and assisting in drafting replies to audit observations;

Ability to support the IPSAS transition to the full SAP implementation;

Ability to contribute to the development of a change management plan including the development and implementation of communication plans and products to support IPSAS and SAP implementation;

Ability to contribute knowledge in budgeting, finance and accounting capacity development, including: 

a) Identification of technical knowledge gaps of staff members 
b) Development of approach to implementation 
c) Monitoring of scope, timeline and risks 
d) Assessment of resource requirements.

Languages

English and French are the working languages of the African Union Commission. 

For this position, fluency in English, i.e. oral and written proficiency, is required. 
Knowledge of other African Union official languages is an advantage.

The Technical Assistance will be based in the AU-IBAR premises in Nairobi, Kenya and the intended start date is 1st January 2015 and the period of implementation of the contract will be 42 months.
