Chief Executive Officer Job Opportunity at Kenya Film Classification Board October 2014

 

The Kenya Film Classification Board is a State Corporation established under the Film and Stage Plays Act Cap 222 Laws of Kenya with a regulatory function to ensure that films screened to the public are in line with the national aspirations and culture.
The Board invites applications from suitable and qualified persons to fill the following position:

Reporting to the Board of Directors, the Chief Executive Officer will be responsible for the implementation of the board’s decisions in a result oriented and timely manner to achieve the board’s objectives. 

The duties and responsibilities shall entail, inter alia:

  • Driving the Board’s Vision and Mission through effective and timely implementation of its strategic plan;
  • Taking charge of and being the Principal Administrative Officer of the Board’s activities;
  • Ensuring effective risk management of the Board and facilitating the establishment and implementation of proper internal financial management monitoring and control systems;
  • Facilitating the formulation and implementation of appropriate organization –wide policies, strategies and activities to ensure that the Board pursues and achieves its mandate, objectives and strategic goals v. Coordinating and preparing business related proposals, reports and other submissions;
  • Ensuring that there is effective communication between the board and the management as well as between different levels of management;
  • Providing leadership direction and overall management of the Board by creating a conducive and motivating organization and work environment ;
  • Attending to personnel matters, including organizational structures, appointments, welfare, industrial relations, separation, and effective succession management;
  • Ensuring continual improvement in quality and value of services provided by the board;
  • Enhancing the organization’s image by fostering corporate culture that promotes ethical practices and good corporate citizenship;
  • Ensuring compliance with the Constitution of Kenya and any other law relevant in the management of the Board;
  • Providing advice, interpretation and enforcement of Films and Stage Plays Act Cap 222; and Kenya Information and Communication (Amendment) Act, 2013 and the subsidiary legislation made under them;
  • Reviewing existing legislation and procedures;
  • Coordinating all film classification activities;
  • Maintaining standards and professionalism in film classification functions;
  • Liaising with professional bodies and other stakeholders in the industry on matters related to Film Classification and overall management and guidance of training and development of staff in the Board;
  • Being the spokesperson of the board.
Qualification and experience requirements
For appointment to this grade, a candidate must:
  • Be a Kenyan citizen;
  • Have a Bachelor’s degree in any of the following disciplines: Journalism, Public Relations, Mass Communication, Business Administration, Sociology, Law, public Administration, Literature or its equivalent qualification from a recognized Institution;
  • Have a masters degree in any of the following Social Sciences: Journalism, Public Relations, Mass Communication, Business Administration, Sociology, Law, Public Administration, Literature or its equivalent qualification from a recognized Institution;
  • Have at least ten (10) years work experience in a related field, five (5) of which should be in a senior management position in either Public or private Sector;
  • Have undergone Corporate Governance Course from a recognized institution;
  • Demonstrate good understanding of the Constitution of Kenya;
  • Be computer literate.
In addition, the applicant should:
  • Have track history of integrity, creativity, innovation, self- drive and result orientation;
  • Have exceptional visionary leadership and negotiation skills with capacity to engage with local, regional and international organizations;
  • Demonstrate experience in resource mobilization;
  • Have excellent communication and presentation skills, strong interpersonal, analytical, organizational and team capacities and high professional ethical standing;
  • Be capable of working under minimum supervision;
  • Demonstrate experience and competence in the enforcement of regulatory legal requirements;
  • Demonstrate experience in results based strategic planning, monitoring and evaluation as well as financial management skills;
  • Valid membership to a recognized professional body will be a distinct advantage.
The successful candidate will be appointed on a three (3) year contract eligible for renewal upon satisfactory performance. A competitive remuneration package will be offered.
