MLE Project Deputy Project Manager Needed at IntraHealth in Kenya July 2014

 

The Measurement, Learning & Evaluation (MLE) Project for the Urban Reproductive Health Initiative is funded by the Bill & Melinda Gates Foundation to evaluate urban family planning initiatives in four countries. 
The MLE Project is based at the Carolina Population Center, University of North Carolina at Chapel Hill (CPC) and focuses on the following main areas; rigorous evaluation of family planning and reproductive health programs in sub-Saharan Africa and South Asia, capacity building for monitoring and evaluation of local and regional partners and translation of finding into programs and policy to inform local, regional and global family planning programs.

Position: MLE – Deputy Project Manager

The MLE Project (www.urbanreproductivehealth.org), through IntraHealth/Kenya, has an opening for an MLE-Deputy Project Manager in Kenya on a full-time, but temporary basis (6-month). 

The MLE Deputy will report to the MLE Project Manager and work closely with CPC-based MLE senior management and the MLE Technical Officers and the Kenya-based MLE partners and subcontractors in surveyimplementation and oversight.
This position is based in Nairobi. 
Working under the direct supervision of the MLE Country Manager, the incumbent will be tasked with the following key responsibilities:
  • Assist with preparation and supervision of the MLE endline evaluation survey activities in five urban sites
  • Oversee a team of quality assurance supervisors in monitoring/auditing the household data collection and facility-based data collection
  • Ensure proper archiving of project evaluation tools
  • Liaise between the IntraHealth/Kenya-based program assistant and field staff and ensure that the monthly financial requests are prepared in a timely manner
  • Participate in development of survey tools, training manuals and pre-testing of the tools
  • Conduct data quality assessments to ensure the reliability of data collected and ensure quality control measures are observed
  • Provide technical oversight of subcontracted research firms to ensure high quality data is collected
  • Facilitate and oversee the transfer of information and materials between subcontracted research firms
  • Provide oversight for data entry of facility data
  • Provide technical assistance to training of trainers and fieldworker trainings
  • Manage sub-contractors in implementation of study procedures
Qualifications and Competencies
  • A Bachelor’s degree in a relevant discipline (public health, social sciences, nursing or related field) is required. A Masters in any relevant field is preferred. Clinical training will be an advantage.
  • At least 5 years’ experience in management and implementation of large scale demographic field surveys, clinical research studies and health facility-based surveys in Kenya required.
  • Ability to design survey research including the development of research tools and instruments, preferred
  • Experience overseeing quality assurance and control measures in household or facility-based data collection
  • Supervisory experience of field workers, required
  • Excellent written and oral communication skills, required
  • Ability to work independently and manage projects with minimal supervision, required
  • Experience working with GOK/KNBS/KEMRI, preferred
