ROLE
The severe illness program manager is responsible for execution of Walimu’s SIMS and QuickCheck+ programs in Uganda. The program manager ensures execution of the project workplans; directs, supervises and evaluates assigned staff; oversees project finances; and reports to and communicates with supervisors.

RESPONSIBILITIES

Program
1. Manage execution of the SIMS work plan.
2. Manage execution of the QuickCheck+ work plan.
3. Manage execution of additional work plans as assigned.
4. Delegate and coordinate duties of all staff supervised.
5. Participate in strategic planning activities.
6. Manage program monitoring and reporting.

Personnel
1. Assist in job postings, hiring, discipline, and ongoing personnel matters and questions.
2. Orient new staff to employee regulations, and to individual program procedures according to organization policy.
3. Supervise, train, coach, and evaluate all employees that she/he is assigned to supervise.
4. Manage staffing schedule and ensure proper staffing for events and activities.
5. Review timecards and reimbursement claims for each pay period and submit to Finance Assistant. Maintain system to track scheduled hours for each staff.
6. Prepare feedback on staff and program.
7. Perform employee performance appraisals.

Finance
1. Assure all finances are managed properly in-country.
2. Approve all program expenditures.
3. Review payroll and maintain all personnel files.
4. Review and manage cash flow.
5. Review and approve all reimbursement and fund requests.
6. Process all inter-account bank transfers.
7. Review all incoming and outgoing invoices.
8. Monitor and manage all expenses to ensure most effective use of assets.
9. Oversee expense allocations.
10. Review and approve checks and electronic transmissions.
11. Review all financial reports.

General
1. Communicate regularly with staff and supervisors, and ensure information is disseminated.
2. Participate in program meetings and any other required meetings.
3. Complete necessary reporting activities.
4. Advance the missions of Walimu and the IMAI-IMCI Alliance, a Walimu partner.

REQUIREMENTS
• Experience in project management (1-3 years)
• Bachelor’s degree
• 21 years of age
• Fluent in spoken and written English
• Ability to work independently and meet deadlines; ability to manage projects and execute tasks; ability to supervise workers and monitor progress; basic knowledge of finance and accounting; ability to communicate effectively; ability to forecast and solve problems; ability to work effectively with partners
