The current program is active in the Togdheer, Saaxil, Sool and Sanaag regions in the North West (Somaliland).
The project portfolio includes Water Sanitation and Hygiene, Agriculture, Food Security and Livelihoods.

World Concern is working in communities that are affected by various types of natural and man- made hazards and works to facilitate their resilience and coping mechanisms so as to withstand the shocks that affect them.

Position: Somalia / Somaliland Program Manager

Location: Hargeisa, Somaliland
 
Reports To: Somalia / Somaliland Country Director
 
Supervises: Program Staff
 
Length of Contract: One year

Purpose: The Somalia Program Manager provides leadership and management of an integrated program that covers the sectors mentioned above.

The position holder is responsible for technical and operational support to the projects in the country program on a day to day basis.
S/he leads the efforts of the organization in identifying communities and programing opportunities, grant writing and implementation of projects throughout their entire cycle, coordination of activities, management of program staff and other resources as well as ongoing monitoring and evaluation.
The position also handles in-country partner relationships including assisting the CD in maintaining relationship with the local authorities.
The position reports directly to the Country Director.

Core Responsibilities:

Program Development:        

  • Identify and design programming opportunities into viable projects/programs.
  • Oversee the effective set up and implementation and coordonation of WC’s programs in Somalia/Somaliland to reach target objectives.
  • Monitor and analyze the external environment particularly in relation to programme areas, and make recommendations as appropriate for interventions
  • Manage in- country partner relationships to ensure meeting program objectives.
  • Ensure effective monitoring & evaluation systems are in place to align with WC objectives of shared learning, improved programming and beneficiary accountability
Fund Raising:
  • Grant writing- Identify potential programing ideas/opportunities and convert them into clear, concise proposals with corresponding budgets to increase program funding base.
  • Provide well written, informative and timely reports on program activities.
  • Network with and maintain good working relationships with UN, government agencies, NGO’s and other actors in the country to ensure collaboration and acceptance of WC programs.
Management:   
  • Ensure all programmes have approved annual workplans
  • Monitoring and Evaluation- Track program activities and guide the staff team towards achievement of the program objectives.
  • Ensure donor reports are high quality, results based and timely.
  • Responsible for budgeting, monitoring and controlling program expenses for all Somalia projects.
  • Grant compliance- Ensure program compliance and informative and timely activity and financial reports that meet the laid down criteria.
  • Identify project staff needs, ensure job descriptions are identified, work with the CD and to identify, recruit, orientate and manage staff to support WC Somalia program.
  • Manage Programme Team with particular emphasis on capacity building of staff through mentoring and training
  • Monitor political and security situations in Somalia program areas and ensure appropriate security procedures and measures are in place and being followed.
Required Education, Skills & Experience:
  • First degree in community development related field (public health, education, project management etc.). Masters degree is an added advantage.
  • A minimum of 5 years previous experience in community development work in an International organization.
  • Proven, successful experience in project/program management and/or development.
  • Experience with research and writing, especially in regards to fund-raising, compiling and analyzing financial reports, and grant-writing.
  • Ability to communicate in Arabic and/or Somali is an added advantage.
Working Conditions:
Requires periodic travel to areas of significant insecurity such as Somalia, Somaliland. Field travel can involve driving on bad roads
Living conditions in the field may at times be harsh and isolating. Limited access in the field to medical care.
May require extended hours and on weekends/holidays to meet deadlines
