Job Description:

Duties and Responsibilities:

Evaluate documented resolutions and analyze trends for ways to prevent future problems.
Assist in developing long-term strategies and capacity planning for meeting future computer hardware and software needs.
Conduct research on desktop products in support of network development efforts. Evaluate and recommend products for purchase.
Write technical specifications and statement of work for purchase of desktop hardware, software and related products.

Perform onsite analysis, diagnosis, and resolution of complex desktop problems for end users, and recommend and implement corrective solutions, including offsite repair for remote users as needed.
Install, configure, test, maintain, monitor, and troubleshoot end-user workstations and related hardware and software in order to deliver required desktop service levels.
Maintain workstation operating system healthy by properly patching all systems and Re-image all workstation that have been detected to be compromised.
Assess the need for and implement performance upgrades to PC boxes, including the installation of CPUs, I/O and NIC cards, hard disks, ribbon cables, hard drives, RAM, memory chips, CD-ROMs, and so on.
Record, track, and document the help desk request problem-solving process, including all successful and unsuccessful decisions made, and actions taken, through to final resolution.
Collaborate with Systems manager and IT Chief to ensure efficient operation of the CDC desktops computing environment.
Administer and resolve issues with associated end-user workstation networking software products.
Receive and respond to service requests regarding network, applications, workstations, Telephones, and /or meeting support.
Answer to and perform moves, add-ons and changes requests as they are submitted by CDC Tanzania Management or ITSO representatives.
Assist in preparing, maintaining, and upholding procedures for logging, reporting, and statistically monitoring desktop operations.
Administer network services such as DNS, DHCP and Active Directory so as to ensure optimal performance of the network.
Manage user accounts and distribution groups by making sure account policies are enforced and distribution groups membership is kept up-to-date.
Monitors and measures the performance of the network; reports problems to the IT Chief.
Maintains documentation of the Local Area Network, Wide Area Network, telecommunications links and telephone systems.
Manages all network servers’ performance and other network components including routers, switches and firewalls.
Resolves problems reported by end users for local area network access, personal computers, networking equipment and provides answers to questions related to these systems.
Receives delivered IT supplies, materials, and equipment; confirms that delivered goods match purchase order specifications of quantity, condition, model number, etc; completes all necessary paperwork for stock items received, and forwards copy of the documentation to procurement and property manager.
Manage and control IT equipment and consumables inventory stock counting / inventory accuracy checks.
Record all IT supplies usage and routinely provide stock level updates
Assign computers and other hardware to users based on recommendations from IT chief and director of operations. Record all equipment movement and provide documentations to property controller.

Qualifications Required:

• Bachelor’s degree in computer science, information systems management or related field is required. SQL, JAVA Database management is required.
• Minimum of 3 year of progressively responsible technical experience working in a program with emphasis on analytical, judgmental and expository abilities in the operation, management and utilization of computer and telecommunications systems.

Language proficiency: Level IV (fluent) in English and Kiswahili (reading writing and speaking) is required.

Knowledge:

• The incumbent must have an in-depth knowledge of IT and telecommunications systems,
• Including data management systems, computer software applications, languages, PABX systems,
• Emerging IT trends and technologies, available network hardware and peripherals and computer network systems and network security.
• The job holder must have a broad knowledge of the host country IT operational environment,
• Including a clear understanding of the IT and communications business environment and external partner activities related to data management.
• The incumbent must have a good understanding of the structure and functions of CDC Tanzania, including a broad knowledge of CDC’s role and function in support of the President’s Emergency Plan for AIDS Relief (PEPFAR).

Skills and Abilities:

• Skill in troubleshooting and ability to diagnose,
• Resolve and prevent computer hardware and software systems problems.
• Ability to develop and maintain database and PABX/telecommunications systems.
• Ability to train, instruct and assist new users in systems operation. Ability to communicate complex information to non-technical users.
• Incumbent must have an advanced skill level in programming, preferably using Visual Basic, and use of Database management systems such as MS access and MS SQL Server.
