ADVOCACY AND GENDER MAINSTREAMING MANAGER
World Vision International in Rwanda (WVR) is a child focused Christian humanitarian organization implementing development programs in over 15 Districts of Rwanda.
World Vision seeks to hire a qualified, dedicated and experienced national for the position of Advocacy and Gender Mainstreaming Manager .This position reports to the Program Development & Quality Assurance Director and the job location is at the Head Office.

Purpose of the position:
To develop and implement an advocacy and Gender strategy for World Vision Rwanda through analysis, research, training, networking, developing Advocacy and Gender products. Facilitate understanding of gender issues, capacity building and integration of gender mainstreaming across all World Vision Rwanda ministry interventions while communicate World Vision’s Christian ethos and demonstrating a quality of spiritual life that is an example to others.

Major responsibilities
  • Provide guidance and advice to the programs management team on technical issues of Advocacy and Gender mainstreaming
  • Lead training workshops for relevant WVR staff and key actors on advocacy and Gender related topics;
  • Under the guidance of the PDQA Director, lead assessment and research activities at the community level to gather information and analysis
  • Network and maintain dialogue with relevant  Government  Institutions, National and International Development Organizations to ensure collaboration, synergy and sharing of experiences
  • Oversee the implementation of the National Advocacy and Gender strategies
  • Liaise with PDQA & the Integrated Programmes Division (IPD) Directors and external stakeholders to develop and implement advocacy and Gender plans for identified child abuse cases
  • Track progress and provide access to data on gender and advocacy issues
  • Provide support to the People & Culture (HR) Department to better integrate gender into the Human Resource support mechanisms  including Leadership opportunities for women, staff support and recruitment;
  • Develop a plan to create awareness among staff and partner communities on child rights/protection issues and how to advocate for their rights, Lead the documentation and sharing of lessons on advocacy and Gender best programming practices
  • Ensure advocacy issues of children are captured in the strategic plan and operational plan of the National office and programs. Support the mainstreaming of child protection, Gender advocacy in all programs and projects;
  • Develop guidelines for assessments to capture child protection issues that require attention and advocacy
  • Develop and implement a strategy to strengthen community structures to promote child rights and protection
  • Initiate and support research on rights issues that may be affecting attainment of sustainable wellbeing of children, their families and communities
Required qualifications and experience: The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience or on-the-job training.

Minimum Qualification required:
Master’s degree in law,  international relations, Social Sciences, Gender, Management or any other relevant field with a good experience in advocacy

Technical Skills & Abilities
:

Education level:
Bachelor’s Degree in Law, Social Science, Gender or any other related field

Required skills and experience
•             At least 5 years relevant work experience
•             Field experience in advocacy
•             Practical experience in child protection
•             Proven ability to conceptualize, innovate and plan strategically
•             Good working knowledge of English.

Preferred:
  • Master’s degree in a relevant field is an added advantage
  • Track record of demonstrating high integrity
  • Ability to work under minimal supervision
  • Experience in Socio-Economic Development, Policy Analysis, Research and International Child or Human Rights related programming

Working Environment / Conditions:
•Work environment: Office-based with frequent travel to the field
