1. Political Economy Analysis

In Rwanda, Save the Children initiated an ‘Advancing the Right to Read’ Education Signature Programme in 2013 that aims to reverse the global crisis in learning by providing, a continuum of services for children aged 0 – 9 focused on supporting learning outcomes and early grade literacy that ensures all children leave school able to read.

Using the latest evidence of what works best when trying to help children learn to read and write, together with innovative approaches to community action and the literate environment, it seeks to:

1.Close the gap in early childhood care and education by supporting family learning for parents and children aged 0–3 and increasing the quality and coverage of centre based services for children aged 3– 6.

2.Improve the teaching of reading by providing teachers with training in effective reading instruction.

3.Develop a culture of literacy and learning in which communities understand the value of literacy and create and sustain opportunities to practice and enjoy reading together.

4.Create a rich literate environment that guarantees children access to high quality, local language reading materials.

We will generate evidence that proves our approach delivers the intended results, is possible at scale, represents good value for money and can be implemented by government and communities.

We will use that evidence to generate a policy consensus, mobilize supportive actors, and support policy influencing in Rwanda and internationally to achieve systemic change in how reading is taught, supported outside of school and ensure that children have the material to use their newly acquired literacy skills. This also includes encouraging policies and funding to support the creation of a child-friendly, literate environment for children in Rwanda.

Consultancy Objectives

The general objective of the study is to conduct a political economy analysis related to Early Literacy promotion in Rwanda.

Specifically, the study will require the Consultant to address the following:

a) Conduct an analysis of the relevant policy environment through the review of key Government documents, including but not limited to the 2013-2017 Education Sector Strategic Plan, 2013-2017 EDPRS II, District Development Plans of implementation districts, District Performance Plans 2013-2014, Early Childhood Development Policy, Integrated Early Childhood Development Strategic Plan 2011/12 – 2015/6, etc to identify and summarise GoR commitments, priorities and approaches relating to early literacy promotion at a national and district level (in the implementation districts of Gicumbi, Burera, Rubavu and Ruhango);

b) Provide recommendations on approaches for mobilizing supportive actors and effectively contributing to relevant policies in Rwanda in support of the improvement of children’s reading skills.

Scope of Services

The baseline will be conducted at national level and district level (in the 4 districts of implementation). The consultant shall ensure the completion of the following activities in accordance with the terms and conditions of the consultancy contract:

  • Desk Review: Review key project documents;
  • Inception Report: Develop an inception report to be approved by Save the Children before commencing any activity detailing the report outline, data collection strategy and research questions to be answered;
  • Document review / data collection and analysis;
  • Presentation of draft report: Present the study findings in English to Save the Children and partners;
  • Final Report: Finalization and submission of the final baseline report for this component of the project. Methodology

The baseline study will employ specific and appropriate tools for a political economy analysis at national and district level. The detailed methodology will be defined by the Consultant in the inception report.

Duration of role

Proposals should outline a detailed workplan; however, the final report should be submitted by end of February 2014.

Key selection criteria

  • University degree (Masters preferred) in fields related to Development Studies, Social Sciences, Political sciences and Public administration;
  • Proven experience in political economy analysis;
  • Proven experience in conducting program evaluation within reputable INGO’s;
  • Proven experience in the education sector and/or with education interventions;
  • Proven ability to write good research documents;
  • Strong analytical skills;
  • Proven knowledge of qualitative data analysis;
  • Fluency in English and Kinyarwanda;
  • Knowledge of Save the Children and its internal processes will be beneficial but is not essential;
  • Experience within the East Africa Region, with specific focus in Rwanda

2. Children’s Book Policy & Practice Baseline

With the support of from Comic Relief and the Innovation for Education Fund, a cooperative initiative between the Governments of Rwanda and the UK, Save the Children has established the Rwanda Children’s Book Initiative (RCBI). The vision of the Rwandan Children’s Book Initiative is more Rwanda children reading more and better books. The RCBI is working to improve the publication, dissemination and use in schools and communities of high quality children’s books. The RCBI will use learning and evidence to inform the development and implementation of policy and practice in support of the creation of a rich literate environment for children in Rwanda.

Consultancy Objectives

In support of the RCBI’s policy and influencing work, the consultant will be required to undertake the following tasks:

a) Produce a discussion document that sets out the case for government policies that support a rich literate environment for children with a focus on the production, dissemination and effective use of children’s books in Rwanda. The aim of the document will be to:

  1. Create a shared understanding among a wide range of interested stakeholders of the importance of a print rich environment in supporting children’s learning and literacy;
  2. Identify the role of policies in achieving that aim; and
  3. Provide suggestions for policy development as items for discussion.

b) Produce a report with recommendations for how Save the Children can best take this work forward.
c)Identify the % of Fiscal Year 2013-14 GoR budget dedicated to story-book distribution in schools nationwide and in Gicumbi District, focusing on Gicumbi schools’ use of 2013 capitation grant.

The consultant shall ensure the completion of the following activities in accordance with the terms and conditions of the consultancy contract:

  • Inception Report: Develop an inception report to be approved by Save the Children before commencing any activity detailing how the analysis will be conducted;
  • Data collection and analysis;
  • Presentation of draft report in English to Save the Children;
  • Final Report: Finalization and submission of the final report.

Methodology

The baseline study will employ primarily a qualitative methodology including document review & policy analysis. The detailed methodology will be defined by the Consultant in the inception report.

Duration of role

Proposals should outline a detailed workplan; however, the final report shall be submitted by the end of February 2014.

Key selection criteria

  • University degree (Masters preferred) in fields related to Development Studies, Social Sciences, or Political Sciences;

3. First Read Photographer

As a component of the Save the Children Rwanda Country Office’s Education Signature Programme is a new project called First Read. First Read recognises the vital importance of a child’s earliest experiences to their future learning. This project will work with parents of pre-school aged children to provide them with the knowledge, skills and materials to support their children’s emergent literacy skills. To contribute to the materials development of this project, Save the Children is looking for a consultant for the following:

Consultancy Objective

The general objective of this consultancy is to produce photographs, which will be used in the development of a series of ‘photo books’ and informational material. These will be gifted to the parents of children aged from birth to three years who attend a series of First Read parenting sessions. The work will be undertaken alongside project representatives from Save the Children and our partner organization, Umuhuza. Scope of Services The consultant should expect to take part in the following activities:

  • Travel with Save the Children and Umuhuza staff to field locations in Ngororero District to photograph subjects in their environment;
  • Contribute to the identification of suitable locations, scenes and subjects for the identified topics;
  • Take high-quality photographs of different specified subjects, including children, families, animals and objects;
  • Provide follow up support for viewing, editing and selecting photographs for utilization in books and promotional material;
  • Supply electronic files (in appropriate formats) of all photographs to Save the Children;
  • Demonstrate sensitivity and the highest standards of behaviour towards communities, families and children when taking photographs.

Specifically, the following will be required of the Consultant:

  1. The taking of pictures to reflect images / concepts defined by Save the Children
  2. The provision of all equipment required to deliver this service
  3. The provision of technical support and advice in the field for framing and imaging
  4. The provision of follow up technical support and advice in the selection of appropriate images

Methodology

The photography will take place in rural locations of Ngororero District. There will be no studio-based photography. The content will focus on naturalistic images of young children, their families and objects/activities in their daily lives. Therefore, consultants should have regard to taking photographs both inside and outside people’s homes and around local communities, potentially in low light situations, of people who may not be used to having their photographs taken, of young children who may not be co-operative, and of situations which may be difficult to ‘stage’ or ‘set up’.

Due to the sensitive nature of photographing young children and their families, Save the Children will ensure that all families (and children, where possible) involved have given their consent and understand the final use of the photographs. Acknowledgement to the photographer will be given on materials produced, but all rights to the photographs will be the property of Save the Children. Consultants will not retain any electronic or paper rights associated with this project and will not at any point in the future be able to use these materials for their own purposes.

Duration of role

The consultancy shall cover an estimated 5 calendar days with finally confirmed photographs and all other electronic files associated with this project, preferably being submitted before 31st January 2013.

Key selection criteria

  • Proven evidence of appropriate photographic qualifications and/or experience
  • Proven experience in similar community based assignments • Strong technical, photographic skills
  • Fluency in English and Kinyarwanda (preferred)
  • Knowledge of Save the Children and its internal processes will be beneficial but is not essential
  • Experience within the East Africa Region, with specific focus in Rwanda will be beneficial but is not essential
