Develop Social Protection Management Information Systems (MIS) for UNICEF in Kigali Rwanda 2014

 

 

Expression of Interest for an institutional consultant for building the Social Protection Management Information Systems (MIS)

UNICEF Rwanda is looking for some companies “Institutional Form” who have the below qualification:

Required Profile and qualifications:

  • The Company or firm should have a strong experience ( 5 years and more) in MIS design and have completed successfully similar work. ( Provide references or certificate of completion for similar work)
  • The Team should have demonstrable technical knowledge in the Development of MIS system
  • Preferred qualifications for Team members: MIS engineers, MIS programmers, Systems Architects and Analysts, Data base designers, High level degree in technology or Advanced degree in a computer-related field and work experience.

Objective of the consultancy:

The objective of this assignment is to work with the government, consulting with all donors, to develop the short-, medium- and long-term objectives for the SP MIS development, an MIS implementation roadmap based on these objectives, and a costing of each next step/component. This work should build on the Rwanda SP MIS architecture and design documents developed under World Bank technical assistance.

Major Tasks and Responsibilities:

  • Work with the Ministry of Local Government to develop short-, medium- and long-term objectives for the SP MIS. Liaise closely with key actors involved in SP: donors, including DFID, UNICEF, the World Bank, and KfW and government agencies, including the RLDSF/VUP, and the National Identification Agency, among others. [2 weeks]
  • Once these objectives are agreed, confirm/determine [2 months]:
    a.The desirability of a unified social protection registry, if the Ubudehe database will serve as the basis to build this registry and which programs will use the registry. The consultant should consult with MHS on their activities on the Ubudehe database, as well as VUP and MINALOC.
    b.Which programs and systems will be harmonized to the full SP MIS (core programs) and which will link to the MIS (related programs). This should include not only an assessment of programs and processes included in the original analysis, but additional ones that were overlooked, such as disaster management and the M&E function of the system.
    c.The common processes and differences between the processes of the core and related programs and which will be included in the SP MIS and which will not.
    d.How the SP MIS will (or will not) eventually connect to the full system landscape in Rwanda, such as the national ID, banking, and pensions.
  • Once all points in #2 are agreed, develop a detailed roadmap for SP MIS development in Rwanda. The roadmap would be based on the existing analysis and design that has been already done and include a costing of each recommended MIS component and a prioritized timeline for each component [1 month]. To develop the roadmap the consultant will:
    a.Review the existing MISs in the Rwanda Demobilization and Reintegration Commission (RDRC) and the FARG, and the monitoring and evaluation database currently being developed for the RSDLF. Consider how/whether the RLDSF database can link to a social protection MIS
  • Consult with key MIS stakeholders, including staff from all SP programs, the national ID office, DFID, UNICEF, KfW, and the World Bank, and review existing information management practices of all SP programs, to prioritize which modules in the original analysis document should be designed first and how to proceed with the rollout of an MIS within the SP.
    c.Cost each phase of the roadmap and identify sources of funding where possible.
  • Develop the logical data model and functional specifications for the first stages of the SP MIS roadmap. [3 months]
  • Participate in meetings/discussions with ministries implementing social protection programs, MIS experts, donors including the World Bank team, DFID, and UNICEF; coordinate single registry MIS activities with concerned stakeholders – e.g. Ministry of Local Government, the VUP, the National ID program, and others.

Deliverables:

The Consultant will produce the following outputs:

  • Short-, medium-, and long-term SP MIS objectives statements
  • An SP MIS development roadmap, including priorities, timeline and costs
  • The functional and technical SP MIS design
  • The terms of reference of the next steps, including the software and hardware build, technical support, and training
  • Assist with the procurement process for the software and hardware build, technical support and training.
  • Assist in the handover of the process to the government, including initially helping manager the next contracts.

Acceptance of Deliverables:

  • To ensure that the requirements and expectations of the deliverables are met, during each phase as deliverables are submitted to Minaloc and UNICEF for approval and acceptance.
  • A deliverable will be accepted by Minaloc and UNICEF after Quality Control and Correctness of deliverables have been checked and approved by both parties.
