Terms of Reference for a Short Term Consultant to Edit and Proofread the Revised Gender Mainstreamed CPST Curriculum

1.0 Background

The general elections held on 4 March 2013 heralded a change in the governance structures of Kenya premised upon the foundations of the Constitution that was promulgated in 2010.
The Constitution established a two-level governance structure, comprising a national government and 47 County governments.
This system of government, commonly referred to as devolution, aims to improve public service reach and government responsiveness to the needs of all citizens. It also seeks to make access to, and use of public resources more equitable, efficient and transparent.

The new model intends to bring both decision making and financial resources closer to the people and enhance the space for citizen’s involvement in local governance and development.

It recognizes the importance of gender equality as a key principle in achieving sustainable development.
It shall be noted that the transfer of power to local institutions will result in the handling of key functions such as management of financial resources, local elections, tax management and administration.
Since this is a new dispensation in Kenya, a key need is to support the smooth roll out of this system and assist county governments to perform their functions better and in particular, to deliver gender responsive public services.
Overall, this model is expected to reduce the potential for social conflict around the quest for equitable distribution of resources and sharing of power, narrow the existing gender inequalities and is likely to lead to inclusive and sustainable development.
Significant progress has been registered since the promulgation of the Constitution.
The March 2013 elections ushered in new institutions and a new crop of leaders.
At the national level, the Constitution has created a two-chamber Parliament; the National Assembly and the Senate. Article 27 and 177 of the Constitution; include representatives of women, youth and persons with disabilities.
At the county assemblies’ level, Members of County Assemblies, Speakers and Deputies Speakers were elected.
UN Women has in the last few years supported women’s leadership in line with UN Women’s strategic priorities.
The devolved governance provides an opportunity for UN Women and strategic partners to scale up their work and broaden activities to support the development and enhancement of women’s political leadership.

Strategies aimed at ensuring the smooth evolution of the devolution model need to be thoroughly conceptualized so that it’s overall objective for poverty reduction, sustainable development, health, disaster prevention and management, social integration and overcoming social exclusion and discrimination are fulfilled as per the goals of the constitution.

Over the last two years, The Centre for Parliamentary Studies and Training (CPTS) developed a training curriculum primarily for training of members and staff of Parliament..
This curriculum is being used in induction trainings for both members and staff of Parliament and county assemblies.
The plan going forward is to have more sustained training beyond induction especially targeting staff of parliament and county assemblies.
UN Women in partnership with CPST undertook a review exercise to have issues of gender, youth, people living disabilities and marginalised groups mainstreamed in all the eighteen courses of the CPST curriculum, and made the curriculum county specific.
UN Women, in partnership with CPST, is seeking for the services of a consultant to edit,proofread and ensure consistency in the entire document including references in the revised CPST training Curriculum.
2.0 Aim and Objectives:
The objective of this assignment include:
  • Edit the final draft of the revised CPST training curriculum,
  • Identify and correct errors related to the use of language in general including sensitivity to gender and disability
  • Make sure the entire document adheres to a specific style guide and ensure that the document is systemic, and the course objectives, purpose and target group are relevant and within context.
  • Ensure that all the references are provided for using Havard style of referencing
3.0 Scope of Work
The scope of work include editing the entire training curriculum and a preparing a one page synopsis of the curriculum, an introduction to this revised edition, and a report on the editorial process.
A professional editor will be recruited to accomplish the task.
The Task
 
The consultant is expected to;
Identify and correct errors related to the use of language in general including gender sensitivity or adherence to a specific style guide.
Focus on:
  • Correction of grammatical mistakes, misspellings, mistyping, incorrect punctuation, inconsistencies in language and word usages.
  • Correction of poorly structured sentences, wrong scientific terms, wrong units and dimensions, inconsistency in significant figures, technical ambivalence, and technical ambiguities.
  • Correction of statements conflicting with general scientific knowledge, correction of synopsis, content, index, headings and subheadings, correcting data and chart presentation.
  • Correcting errors in citations to ensure Harvard citation style is adhered to in all documents, sentence and word spacing and any other typographical errors found in the document.
  • Ensure the soundness of the logic, methods, procedures and derivations.
  • Ensure the course objectives, purpose and target group are relevant and within context.
  • Ensure the effectiveness of the presentation in communicating the information.
  • Develop a preview synopsis of the report, to be posted on CPST’s website.
4.0 Output – deliverables
The Consultant shall provide:-
  • A one page synopsis of the curriculum.
  • A report on the editorial process citing the changes made to the document based on professional standards.
  • An edited final curriculum based on professional editorial standards (as approved by CPST).
5.0 Time Schedule
The consultants will work for a total of seven (7) days in December 2013.
 
6.0 Key Performance Indicators
The consultants will provide;
  • An edited gender mainstreamed curriculum training curriculum.
  • Report on editorial process.
  • One pager synopsis of the curriculum.
7.0 Evaluation Criteria:
  • At least Master’s degree in communication, journalism or related field.
  • Very good knowledge and understanding of constitution, parliamentary business and devolution.
  • A minimum of 10 years’ experience in editing articles, books, or working in recognized publication.
  • Good understanding of gender issues and gender sensitive language.
  • Good writing and communication skills.
  • Experience in report writing
N/B: The consultant will work with a technical team from CPST and UN Women. CPST will lead the process. He/ she is expected to ensure quality of work and timely delivery of the final edited version of the curriculum.
