County Assembly Service Board

The County Assembly Service Board of Elgeyo Marakwet invites applications from suitably qualified Kenya citizens to fill the following vacant positions:

1. Clerk of County Assembly

Grade 12

Ref: EMC/CASB/2013/10
One Position
Pursuant to County Government Act 2012 Section 13 (1) there shall be a clerk of the County Assembly, appointed by the County Assembly Service Board with the approval of the County Assembly.
Such a person shall be the Chief Accounting/Authorized Officer to the Assembly and Principal Advisor to the Assembly Speaker.
 
The job holder will also be responsible for:
  • Responsible for all policy and organizational matters relating to the County Assembly.
  • Responsible in Enhancing public understanding and knowledge of the work of the Assembly and increasing public accessibility.
  • Responsible in dealing with External relations including international relations, inter-assemblies relations conferences and protocol.
  • Principal Adviser on all parliamentary procedures, practices, conventions and traditions to other presiding officers and to all Honorable Members of County Assembly (MCAs) including County Executive Committees.
  • Chief Advisor to the Speaker in the exercise of all powers and functions of the Speaker and through him/her to the house.
  • Responsible in marshalling all legislative measures passed by the Assembly.
  • Coordination of all Assembly functions and ceremonies
  • Secretary to the County Assembly Service Board (CASB) and responsible for the implementation of policy decisions of the Board
  • Receiving reports from the budget office, and
  • Supervising and coordinating all the departments of the Assembly and ensure that there is efficient and effective service delivery by the staff working under him/her.
Requirement for Appointment
  • Is a citizen of Kenya;
  • Bachelor’s degree in social sciences/law/communication or a relevant field. A master’s degree in any of these fields will be a distinct advantage;
  • Has had at least five (5) years relevant professional working experience;
  • Shown proven and enduring flair for parliamentary procedure and practice, and have wide experience on the role, functions and operation of parliament, through exhaustive service in all spheres of parliament;
  • Experience working at managerial level in a public/private office;
  • Excellent written and oral communication;
  • Meets the requirements of Chapter Six of the Constitution;
  • Good interpersonal and collaborative management styles;
  • Ability to multi task and work well under pressure;
2. Deputy Clerk
Grade 11

One Position
Duties and Responsibilities
  • Principal Deputy to the Clerk of the County Assembly.
  • Planning and carrying out the functions of either the Legislative, Procedural or Committee services.
  • General supervision of all Departments within the Assembly and ensure that high performance is achieved.
  • External relations including international, inter-county Assemblies relations, conferences and protocol affairs
  • Managing County Assembly procedure, practice, conventions, tradition and etiquette
  • Offering administrative services to various County Assembly Committees including the County Assembly Service Board
  • Enhancing public understanding and knowledge of the work of the County Assembly, increasing public accessibility and awareness and the operations
  • Offering procedural advice to Mr. Speaker, other Presiding officers and Members of County Assembly as required and overseeing the proceedings of the House;
  • Preparation and presentation of orientation programmes for newly elected members of County Assembly;
  • Introduction and management of county Assembly internship programme.
Requirements for Appointment
For appointment to this grade, a person will have:
  • A Bachelor Degree in Law or a relevant discipline from a recognized university. A master’s degree in any of these fields will be a distinct advantage
  • Meritoriously executed supervisory duties and responsibilities in a related organization for at least three (3) years;
  • Served in, and shown proven and enduring flair for parliamentary procedures and practice, and have wide experience on the role, functions and operation of a legislature, through exhaustive service in all spheres of a legislative body;
  • Attended a senior management course from a recognized institution; and
  • Proven commitment to, and timely execution of duties and responsibilities in the assigned section;
3. Principal Finance Officer
Grade 10

One Position
 
Duties and Responsibilities
The job holder is responsible for:
  • Preparation of Budgets for the Recurrent and Development Votes for the County Assembly
  • Preparation of quarterly expenditure reports and forecasts as a basis for discussions with the County Controller of Budget for release of funds from the County Treasury Fund.
  • Initiation of proposals seeking funds for additional expenditure and reallocation of voted funds during the year
  • Monitoring of expenditure and projects through vote controls, including program implementation on a periodic basis and ensuring that timely corrective action is taken.
  • Ensure that there is optimum utilization of public funds.
Requirements for Appointment
For appointment to this grade, a candidate must have: –
  • A degree in Economics, Finance or Accounting;
  • Qualified Accountant with CPA (K) or ACCA Final
  • Demonstrated professional competence in Financial Management in the public sector;
  • Satisfactorily served in a related position for a minimum period of three (3) years.
  • For staffs who have served under similar position under the former Local Authorities, there must be a proven record of high performance and integrity.

4. Fiscal Analyst
Grade 10

One Position
The Fiscal Analyst is responsible to the Clerk of the County Assembly for among others,
  • Carrying out commissioned Budget analysis and research on specific area of interest as deemed necessary by the Clerk;
  • Carrying out assessment of the strengths and weaknesses of the County Executive Policy Options relating to resource mobilization and allocation;
  • Designing and conducting relevant Budget research on specific areas of interest;
  • Guiding the process of assessment of the strengths and weaknesses of the County Executive Policy Options relating to resource mobilization, allocation and utilization;
  • Preparing and delivering budgetary information to members and relevant County Assembly Committees;
  • Planning and participating in the budget workshops;
  • Formulating the Departmental Annual Work Plan, monitoring and evaluating its implementation.
  • Technical Adviser to the County Assembly and County Assembly Service Board on matters of Budget.
Requirements for Appointment
  • A Masters degree in Economics or its equivalent from a University recognized in Kenya;
  • Have a sound Knowledge of National Budget Process and Fiscal Policy Analysis;
  • Have a proven record of research on finance related issues;
  • Have served as a Fiscal Analyst / budget officer for a minimum of 3 years preferably in a parliamentary system.
  • Good understanding of national and county budgetary process and public fiscal policies;
  • Team player with good communication and interpersonal skills;
Preferential Criteria during Selection
Suitably qualified applicants will enjoy preferential treatment in the order below:
  • Applicants serving in positions at the County Assembly on the basis of secondment during the transition period;
  • Applicants serving in the Executive arm of the County Government of Elgeyo Marakwet
  • Applicants serving in the public service in the republic;
  • Applicants who are resident in Elgeyo Marakwet County;
  • Applicants from the rest of the Country
