Automation of County Government of Laikipia Operations

The County Government of Laikipia established by the Constitution of Kenya 2010, Article 176, is in the process of planning for implementation of an Enterprise Resource Planning County Information Systems for better control of its operation and ensure efficient services delivery to its citizen.

We invite qualified interested computer hardware and connectivity solutions providers to submit expression of interest (E.O.I).

The expected period for automating operations in the County will be 3 years commencing in 2nd January 2014.
The service provider will be responsible for implementing or providing ICT solution services across the following broad domains:-
 
1. Computer Hardware and Connectivity Solutions
(i) Computer and Connectivity Hardware
(ii) Installation of necessary Networks
(iii) Specialized Revenue Hardware to 3rd Party Systems
(iv) Integration of the revenue hardware to 3rd party system user training
(v) Support for the implemented infrastructure
2. Application Solution Integration
The solution integrator will be responsible for implementing and providing ICT solutions/Services across the following broad domains:-
(i) County citizen / public relationship management
(ii) Billing and Revenue Management
(iii) Integrated Human Resource Information system including payroll
(iv) Financial management and information reporting system
(v) County Business Intelligence and decision support systems
(vi) Fleet management system (all management features including fuel card)
(vii) Integration to integrated Health Information System (IHIS)
(viii) Integration to integrated Financial Management Information System (IFMIS)
(ix) Information systems security
(x) Integration to 3rd party systems via open standards (Banks Telco’s VAS providers etc)
(xi) Support for the implementing systems and users training
(xii) Provide system that supports collection from multiple revenue streams including single business
permits, market stalls, parking fees, real estates, land rates, etc.
(xiii) Works within existing communication infrastructure and does not contravene any existing laws
(xiv) Provides real time transaction reports on a secure central server that must be accessible on web
and mobile platforms.
(xv) Integrates with SMS Gateway Systems.
(xvi) Maps and register all county revenue sources including real estate property, market stalls, etc.
(xvii) Supports both cash and cashless options including mobile money, credit cards, etc.
(xviii) Works in both online and offline modes as a safeguard from network failures.
(xix) Facilitates supervision, monitoring and enforcement for 3 years.
(xx) Provides adequate information to customers (payers)
The E.O.I responses shall mandatorily include details on the following as part of the statement of
qualifications;
(a) Understand the assignment
(b) Display international and Local experience in similar undertakings
(c) Proof the firms Human Resource base and their specialization
(d) Engagement with local partners
(e) Financial capabilities and commitments
(f) Proposal delivery methodology e.g. offshore, outside, or both.
 
The E.O.I documents shall includes details on the following:-
(a) Provide Company profile
(b) Certificate of the Company’s incorporation
(c) Valid Tax Compliance Certificate
(d) List of at least 3 similar project undertaken before
(e) At least 3 years company audited accounts
Interested Companies must submit an Original and two copies of EOI with all the necessary documentation in a plain sealed envelope clearly labeled: “COMPUTER HARDWARE AND CONECTIVITY/ERP EXPRESSION OF INTEREST”along with covering letter duly signed by authorized signatory and nonrefundable processing fee of Ksh. 5000/= in the form of a banker’s cheque drawn in favour of the County Government of Laikipia on or before 16th December, 2013 at 12.00 noon.
The documents should be deposited in the Tender Box situated on the ground floor of County Headquarter of the County Government of Laikipia and addressed as follows:

The E.O.I shall be opened the same day at 1.00pm in the County Board Room (Office No. 18 ) at the
County Government of Laikipia offices in Nanyuki in the presence of bidders or representatives who
choose to attend.
The E.O.I will be evaluated and the qualifying firms issued with request for proposals (RFPs).
