Security Officer (Training) P3, Kenya

The World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. We are currently seeking to fill the position of Security Officer (Training) P3, which will be based in our Regional Bureau in Nairobi, Kenya with reporting line to the Training Unit of our Field Security Division (OMF) at Headquarters in Rome, Italy.

Under the supervision of the Head of Security Training Unit, the Security Officer (Training) will assist in developing and will deliver Competency Based Learning (CBL) security training programmes, learning courses and workshops globally to UN managers with security responsibilities, UN security personnel and WFP personnel system wide, with the intention of raising security awareness, promoting security culture and consciousness, improving security preparedness and creating the capacity to respond effectively to emerging threats towards the United Nations, and in line with the UN Security Training and Certification Policy.

Other key duties will include:

  • Assist in developing and conducting learning needs assessments for OMF clients and identify areas for change or modification within current security programmes of instruction (POI) as required;
  • Participate in reviewing and preparing dynamic CBL-based learning POIs, including specialist training in response to WFP emergency crisis situations, using current training material modules, practical applications, and CBL methodologies;
  • Deliver and implement CBL-based UNSMS security certification POIs as appropriate, either as a WFP internal security training activity or as a cooperative inter-agency security training activity in accordance with UNSMS policy guidelines. Review certification procedures to ensure that the appropriate standards for course completion are met;
  • Participate in the development of coordinated inter-agency security CBL strategies and policies for an efficient and effective UN security learning programme;
  • Assist in developing and deliver specialist security training for WFP security professionals;
  • Assist other WFP Divisions in the development and delivery of other WFP training packages in support of emergency response and other field applications to ensure security risk management considerations are effectively incorporated;
  • Liaise with Country Offices and Regional Bureaux through the RSO/FSO/SFPs to determine client requirements for additional security trainings or for country specific security trainings (such as SSAFE) and deliver such trainings in order to support operational priorities;
  • Organize and coordinate all venues, logistics and administrative requirements for training activities;
  • Prepare draft security training reports for all learning programmes, in accordance with established procedures, including appropriate recommendations to enhance CBL POIs;
  • Provide advice, guidance and facilitator support to RSO/FSO/SFP on matters relating to security learning affecting WFP personnel system wide;
  • If or when needed, deploy as a Field Security Officer in the role of OMF “surge capacity” in order to provide short term assistance in support of WFP operations within the framework of “Corporate Response to Emergencies”;
  • Perform other duties and supervise staff as required.
Qualifications & Experience Required
 
Education:
  • Advance university degree (Master’s degree or equivalent) preferably in Political/Social Science, International Relations, Law Enforcement and/or Business Management (with a focus on security management). A first level university degree with a relevant combination of academic qualifications and experience in a related area may be accepted in lieu of the advanced university degree;
  • Additional certification in related security field is desirable;
  • A police/military war college/senior staff course is an asset.
Experience:
  • At least five years of postgraduate professional experience in the military (combat arms and reconnaissance skills preferred) or police work;
  • Previous experience in developing and delivering organizational learning, training and development programmes within a security context;
  • Demonstrated knowledge and previous experience in the field of UNSMS policy and field security procedures and techniques;
  • Experience working in developing countries is highly desirable.
Technical Skills & Knowledge:
  • In-depth knowledge of training design, methods and techniques;
  • Excellent communication and presentation skills to produce effective presentations and comprehensive reports that support training/learning objectives;
  • Training and/or experience utilising computers, including word processing, spreadsheet and other standard WFP software packages and systems;
  • Understanding of the UNSMS including the security training and certification strategy is highly desirable;
  • General knowledge of UN system policies, rules, regulations and procedures governing human resources administration is an asset.
Competencies:
  • Excellent organisation and coordination skills;
  • Good analytical skills to reach conclusions in support of work conducted by another officer and, in particular, logistics staff;
  • Demonstrated ability to develop and maintain effective work relationships with security counterparts and staff within the regional/country office;
  • Willingness to travel to remote areas of the world.
Language:
  • Working knowledge (proficiency/level C) of both English and French;
  • Knowledge of another UN official language (Arabic, Spanish, Russian or Chinese) or Portuguese (one of WFP’s working languages) is desirable.
Terms and Conditions
Selected candidate will be employed on a fixed-term contract with a probationary period of one year.
