Regional Programme Monitoring and Evaluation (PME) Advisor Job Vacancy at Terre des Hommes  in Nairobi Kenya 2013

 

Terre des Hommes Netherlands is looking for a Regional Programme Monitoring and Evaluation (PME) Advisor with a starting date of September 15th, 2013 to be based in Nairobi.
Terre des Hommes Netherlands supports services for children in need through partner organisations.

Context

Terre des Hommes Netherlands is the Lead applicant for the MFS II Child and Development Alliance in the Netherlands.

Co-applicants are Liliane Fonds and Kinderpostzegels Nederland who are active and implementing activities in the East Africa Region.
The total amount funded by the Dutch Ministry of Foreign Affairs is EUR 32,843,606 for a total period of 5 years from 01 April 2011 to 31 December 2015.

The MFSII programme for TdH is implemented in four countries in the East Africa Region (Kenya, Tanzania, Uganda and since 2012 also includes Ethiopia).

The country plans are developed based on the MFSII Country Analysis and annually, reviewed, consolidated and submitted for approval to the Ministry of Foreign Affairs.

Currently the MFSII programme has reached its 3rd year of implementation.

The first year, 2011 was a challenging year for the Alliance because of the late approval of the MFSII funding, the baseline was carried out and the Alliance Monitoring Protocol developed and approved by the Ministry.
This compulsory exercise caused most of the MFSII Alliances delays in the start of their implementation.
Currently the organisation is in the process of maintaining and identifying partners ensuring linkages of MFSII programmes (indicators) to a newly introduced TdH Stop Child Exploitation Strategy.
The Child and Development Alliance programme contributes to the Millennium Development Goals (MDGs):
  1. Eradicating extreme poverty and hunger;
  2. Achieving universal primary education;
  3. Reducing child mortality rates;
  4. Improving maternal health;
  5. Combating HIV/AIDS, malaria, and other diseases.
As the three focus areas of education, health and socio-economic development are key for the healthy development of the child, the Alliance and their partners has jointly chosen the programmatic and community-based approaches as the programme’s main strategies.
The focus in each country will differ, depending on context-specific problems, but the integrated strategy of addressing education, health care and socio-economic needs, by combining three different intervention strategies, and involving stakeholders, will be used in all countries.
The Alliance’s main focus is on the capacity enhancement of civil society in the South in line with the main objective of MFS-II.
Thus the C&D direct poverty alleviation strategy and the policy influencing strategy will complement the strategy of civil society strengthening in order to provide a holistic solution for multi facetted problems identified.

Purpose of the position

Under the supervision of the Programme Manager, the PME Advisor will be responsible for providing support to the TdHNL East Africa country teams for the monitoring of the output, outcome and impact indicators as defined in the PME Framework.

As a part of the work, the Regional PME Manager reviews the current monitoring system and will ensure that the country and regional system is in compliance with the TdHNL M&E systems.
Further the PME Advisor will ensure that partners are supported and able to accurately collect and report on the indicators.

Contract Period: One year (with possibility of extension).

Essential Functions and Responsibilities

The PME Advisor works with the TdHNL Regional Programme Manager and the Country Managers in the four countries to create and operate a functional monitoring and evaluation system at country level that gathers performance data at output, outcome and impact level based on objectives and indicators contained in the C&D Alliance PME Framework.

  • Work with TdHNL countries and their partners to ensure the collection of relevant and appropriate data along the four result areas, which is needed for an effective M&E system.
  • Leading and facilitating local analysis and interpretation of PME information as an input to regular narrative reports covering progress of the TdHNL programme.
  • Promotes the utilization of the collected data at country level in monitoring of strengths, weaknesses and gaps in the implementation of the TdHNL programme and for adjustments in planning and implementation.
Facilitate capacity building for implementation partners to enable them to monitor and evaluate their own efforts gather and analyse relevant data and produce required progress reports.
  • Assist the TdH Country offices, local partners and major stakeholders in the strategic use of data and information so as to improve impact of the C&D programme and other projects.
  • Coordinate with National and Local Government Authorities, Central Statistical Office, and any other agency, as appropriate, to ensure that current information and indicators to monitor the country’s context and sectoral performance are available.
  • Convene and chair M&E country platform meetings with the PME focal points of TdHNL Country offices and/or partners for collective analysis and interpretation of PME information;
Discussion of PME related issues and establishment of coordination mechanisms to address these.
  • Exchange of PME expertise and experience between the countries and partners and within the TdHNL organization.
  •  Sharing initiatives for PME capacity building at TdHNL and local partner agencies, focusing at consortium approaches and methodologies.
  • Coordinate internal and external evaluations at country level.
  • Perform other duties assigned by the PM regarding Planning, monitoring and evaluation as necessary.
Reporting Lines: The Regional PME Advisor will formally report to the TdHNL Regional Programme Manager in the TdHNL Nairobi office.

Qualifications and Experiences:

  • Graduate degree in a relevant discipline (e.g., Sociology, Anthropology, Development Studies, Epidemiology, etc.)
  • At least four years experience in:
  1. Participatory assessment and monitoring
  2. Data processing and analysis
  3. Computerised word and data processing
  4. Training
  5. PME design and implementation
  6. Excellent facilitation and communication skills
  7. Ability to organise and train PME office staff
  8. Good contextual knowledge related to civil society/community assessment (i.e. Local community priorities, social and cultural constraints and local political and economic environment).
