The County Assembly Service Board of Kiambu invites applications from suitably qualified Kenya citizens to fill the following vacant positions:
 
23. Principal Internal Auditor 

(KCASB 10)

One Position
The Internal Auditor is directly responsible to the County Assembly Service Board for;
  • The reconciliation of budgetary allocations with monthly expenditure summaries;
  • Ensuring County Assembly assets i.e. plant and equipment, supplies, stores etc are appropriately recorded in the relevant registers and are maintained and kept safely;
  • Undertaking a variety of audit assignments relating to pre-audit of payments, evaluation and review of internal control systems and report on any weaknesses;
  • Evaluation of the effectiveness of existing financial regulations and establish the level of compliance in practice;
  • Compiling and preparing monthly reports to the County Assembly Board based on audit observations made.
Requirements for appointment:
  • A Bachelor of Commerce degree Accounting option;
  • Certified Public Accountant (K) or its acceptable equivalent with current; registration with the Institute of Certified Public Accountants of Kenya;
  • A minimum of five years progressive, post-qualification experience in the public service or in a large organization.
24. Administrative Officer 
(KCASB 9)
One Position
 
Duties and Responsibilities
  • Implementing organizational strategies and policies;
  • Plans the use of materials and human resources;
  • Carrying out general office management;
  • Transport management;
  • Provision of offices for all the Assembly staff;
  • Supervision of all office equipments;
  • Ensuring a conducive working environment that is clean and secure;
  • In conjunction with the Sergeant-At –Arms, provide designated parking for members and staff of the Assembly;
  • Setting and overseeing internal operating rules and regulations;
  • Establish efficient record, filling and tracking system for all office inventory ,mails and file, monitor their movements and effective correspondence;
  • Promote high standards of professionalism in administrative services;
  • Perform any other duties that maybe assigned or delegated by the County Assembly Service Board.
Requirement of Appointment
  • A minimum of a Diploma in Public Administration, Social Sciences or equivalent;
  • Must have serviced for a minimum of Seven years in an equivalent position;
  • Must demonstrate strategic planning skills and ability to design and implement short term, medium and long term plans.
25. Public Relations Officer 
(KCASB 10)
One Position
Duties and Responsibilities
Public relations officers perform the following tasks:
  • Monitor public opinion regarding the Assembly on particular issues;
  • Develop and implement communication strategies for the Assembly and advice the Assembly on communication issues and strategies;
  • Plan public relations programs, including the preparation of cost budgets;
  • Present arguments on behalf of the Assembly to government, other institutions, organizations and special interest groups;
  • Respond to enquiries from the public, media and other institutions;
  • Arrange interviews with journalists, prepare and distribute news releases and make statements to the media;
  • Write, edit and arrange production of newsletters, in-house magazines, pamphlets and brochures;
  • Assist in preparing organizational documents such as annual reports, corporate profiles and submissions;
  • Write speeches, prepare visual aids and make public presentations;
  • Oversee production of visual (film or video), audio and electronic material, including website productions;
  • Organize special events such as open days, visits, exhibitions and functions;
  • Conduct internal communication courses, workshops and media training;
  • Plan, develop and manage brand identity;
  • Procure sponsorship deals fostering community relations through events such as open days and through involvement in community initiatives;
  • Managing the PR aspect of a potential crisis situation.
 Requirement of Appointment
  • A minimum of a Degree in Public Relations, Social Sciences or equivalent;
  • Must have served for a minimum of Seven years in an equivalent position;
  • Must demonstrate strategic planning skills and ability to design and implement short term, medium and long term plans.
26. Clerical Officer II 
(KCASB 5)
One Position
Duties and responsibilities
  • Processing tasks as assigned relating to the departments of Human Resource Management, Accounts, Finance, Procurement, Audit and Budget Office;
  • Maintenance of records based on routine or special sources of information;
  • Compiling data and drafting simple letters;
  • Sorting, filling and dispatching letters;
  • Compiling statistical records;
  • Maintaining an efficient filing system.
Requirements for Appointment
For appointment to this grade, an officer must:
  • Possess a Certificate in any of the following disciplines: Human Resource Management, Business Administration, Kenya Accounts Technician Certificate (KATC), Information Communication Technology (ICT), Supplies Management, Records Management, Kenya Administration and Management Examination (KAME) or any other approved equivalent qualification from a recognized institution;
  • Be in possession of a certificate in Computer applications from a recognized institution.
27. Clerical Officer I 
(KCASB 6)
One Position
Duties and responsibilities
  • Preparation of indents;
  • Processing of pension documents;
  • Preparation of estimates of expenditure for general office services;
  • Ensuring implementation of decisions by the County Assembly Service Board;
  • Safe custody of invoices, receipts and other records;
  • Preparation and maintenance of records and ensuring proper maintenance of filing system;
  • Verifying compiled statistical records for accuracy;
  • Processing of human resource statistics;
  • Maintenance of stores, records and equipment inventory;
  • Assisting in planning office accommodation and layout.
Requirements for Appointment
For appointment to this grade, a candidate must:
  • Have served in the grade of Clerical Officer II for three (3) years;
  • Have passed the Proficiency Examination for Clerical Officers;
  • Possess a minimum of a Diploma in any of the following disciplines: Human Resource Management, Business Administration, Kenya Accounts Technician Certificate (KATC), Information Communication Technology (ICT), Supplies Management, Records Management, Kenya Administration and Management Examination (KAME) or any other approved equivalent qualification from a recognized institution;
  • Be in possession of an Information Communication Technology (ICT) certificate and be proficient in Word Processors, Spread Sheets, Presentation and Database.
28. Personal Secretary II 
(KCASB 7)
One Position
Duties and Responsibilities
  • Recording dictation in shorthand and transcribing it in typewritten form;
  • Typing form drafts, manuscripts or recording from dictation machines processing data;
  • Management of e-office;
  • Ensuring security of office records, documents and equipment;
  • Handling telephone calls and appointments;
  • Operating office equipment and management of office protocol;
  • Managing of office petty cash.
Requirements for Appointment
  • A Diploma/Higher Diploma in Secretarial Studies from the Kenya National Examinations Council or equivalent qualifications from a recognized institution; and
  • a certificate in computer applications from a recognized institution
Promotion
For promotion to this grade an officer must have:
(i) Served in the grade of Personal Secretary or Secretarial Assistant or any other relevant and comparable position in the Public Service for a minimum period of two (2) years;
(ii) The following qualifications from the Kenya national examination council:
  • Shorthand III (90 w.p.m.)
  • Typewriting III (minimum 40 w.p.m.)/computerized document processing III
  • Business English III/communication II
  • Office management III/Office administration and management III
  • Commerce II
  • Secretarial Duties II; and
(iii) A Certificate in Computer Applications.
 
29. Personal Secretary I 
(KCASB 8)
One Position
Duties and Responsibilities
  • Recording dictation in shorthand and transcribing it in typewritten form;

  • Management of e-office;
  • Ensuring security of office records; documents and equipment; including classified materials;
  • Preparing responses to simple routine correspondence;

Requirements for Appointment
 
Direct appointment
  • A Diploma/Higher Diploma in Secretarial Studies from the Kenya National Examinations Council or equivalent qualifications from a recognized institution;
  • a certificate in computer applications from a recognized institution;
  • Served in the grade of Personal Secretary or Secretarial Assistant or any other relevant and comparable position in the Public Service for a minimum period of three (3) years.
Promotion
For promotion to this grade, an officer must have:
Served in the grade of Personal Secretary or Senior Secretarial Assistant or any other relevant and comparable position in the Public Service for a minimum period of three (5) years;
The following qualifications from the Kenya National Examination Council:
  • Shorthand III (90 w.p.m.)
  • Typewriting III (minimum 40 w.p.m.)/Computerized Document Processing III
  • Office Management III/Office Administration and Management III
  • Business English III /Communications II
  • Office Practice II
  • Commerce II
  • Secretarial Duties II
or
  • A Diploma /Higher Diploma in Secretarial Studies from the Kenya National Examinations council or equivalent qualifications from a recognized institution; and
  • A certificate in computer applications.
30. Office Assistant I 
(KCASB 3)
Four Positions
Duties and responsibilities
  • Cleaning of offices, kitchen, and entire compound;
  • Collecting and cleaning tea-serving facilities in offices ;
  • Collecting and delivering documents outside the organization;
  • Delivering documents within the organization.
Requirements for Appointment
  • A KCSE Certificate;
  • Ability to speak and write English and Kiswahili;
  • Attended a basic course on House Keeping.
31. Senior Driver 
(KCASB 6)
One Position
Duties and responsibilities
  • Driving a motor vehicle as authorized;
  • Maintenance of work tickets for vehicles assigned;
  • Carrying out routine checks on the vehicle’s cooling, oil, electrical and brake systems, tyre pressure, etc;
  • Detecting and reporting malfunctioning of vehicles systems;
  • Ensuring security and safety for the vehicle on and off the road;
  • Maintaining cleanliness of the vehicle;
  • Guide and advice junior drivers.
Requirements for Appointment
  • A valid driving license free from any current endorsements and valid for any of the classes of vehicles which the officer is required to drive;
  • Defensive driving certificate from Automobile Association (AA) of Kenya or its equivalent qualification from a recognized Institution;
  • Passed the Occupational Test I for Drivers ;
  • Shown merit and ability as reflected in work performance and results.
33. Drivers 
(KCASB 7)
Four Positions
Duties and responsibilities

  • Maintenance of work tickets for vehicles assigned;
  • Carrying out routine checks on the vehicle’s cooling, oil, electrical and brake systems, tyre pressure, etc;
  • Detecting and reporting malfunctioning of vehicles systems;
  • Ensuring security and safety for the vehicle on and off the road;
  • Maintaining cleanliness of the vehicle.
Requirements for Appointment
  • A valid driving license free from any current endorsements and valid for any of the classes of vehicles which the officer is required to drive;
  • Defensive driving certificate from Automobile association (AA) of Kenya or its equivalent qualification from a recognized Institution;
  • Passed the Occupational Test I for Drivers;
  • Demonstrated outstanding professional competence and integrity in work performance and results.
Preferential Criteria During Selection
Suitably qualified applicants will enjoy preferential treatment in the order below:
1. Applicants serving in positions at the County Assembly ;
2. Applicants serving in the public service in the republic;
3. Applicants who are residents of Kiambu County;
4. Applicants from the rest of the Country.

1. Persons interested in filling the above positions should submit applications in own handwriting accompanied by two-page Curriculum Vitae, Certified copies of relevant Academic and Professional Certificates, National Identity Card or Passport, and other relevant supporting documents.
2. In addition, applicants for the position of Clerk of County Assembly should submit certificates of clearance from the Ethics & Anti-corruption Commission, Higher Education Loans Board, Criminal Investigations Department and the Kenya Revenue Authority as part of compliance with Chapter Six of the Constitution of Kenya.
