Knowledge, Attitude and Practices (KAP) Survey in Marsabit and Samburu Counties
Background
The International Institute of Rural Reconstruction (IIRR) was established 51 years ago as a global development organization with its Headquarters in Asia.
It is founded on four thematic areas namely: Food Security and Sustainable Wealth Creation; Education for Pastoralists and Other Marginalized Communities; Disaster Risk Reduction and Climate Change Adaptation; and Applied Learning.

IIRR has pioneered participatory, people-centered and sustainable development aimed at enabling all people attain their full potential and live a life of quality and dignity.
IIRR-Africa operates in four countries namely: Kenya, Ethiopia, Uganda and South Sudan.
IIRR with funding from Acts! Changieni Rasilimali CRM Facility is implementing a project Enhancing community participation for sustainable harvesting and management of forest resources in Marsabit and Samburu counties.
The project is designed to improve participatory and inclusive forest management, governance and sustainable utilization of forest resources around Lerroghi Forest in Samburu and Mt. Marsabit forests in Marsabit County.
The project has two main objectives 
(i) Advocate for participatory and inclusive forest management and governance in Samburu and Marsabit
(ii) Influence communities and other duty bearers on sustainable harvesting and use of forest resources.
To achieve these objectives IIRR is working with local partners; CIFA in Marsabit and CODES in Samburu.
Research on communities’ knowledge, attitude and practices on forest resources Management and governance in Mt. Marsabit and Lerroghi Forests
A detailed threat analysis conducted by IIRR and NSA indicate that poor forest management is caused by a number of factors.
These include lack of community ownership of forest resources, unclear policies and laws, unrestricted access to forest resources, and corruption. Another important factor include, unsustainable harvesting of forestry resources is another important factor.
To ensure that the project meets its intended objectives, there is need for a KAP survey (a representative study of a specific population to collect information on what is known, believed and done in relation to forest resources management.).
The KAP survey data will be essential to help plan, implement and evaluate since the survey results will form a baseline and planning information for an advocacy strategy.
The project is focusing its intervention in communities around the two forests.
In Samburu, the focus will be mainly on group ranches and communities that are adjacent to the gazetted Lerroghi Forest which includes Lpartuk, Ngari, Mbaringon and Lodokejek.
In Marsabit the target communities will be the environmental committees in the communities adjacent to Mt. Marsabit Forest that include Songa, Badasa, Kamboe and Karare.
Objective of the study
The objective of this study is to;
  1. Conduct a KAP survey on forestry resources management for communities around Mt. Marsabit and Lerroghi Forests.
  2. Use the KAP survey results and recommend areas of intervention to ensure effective and sustainable forest resources management within the two forest ecosystems.
  3. Review existing information on forest resources management in general and the two forests in particular.
  4. Establish communities’ traditional and indigenous or acquired knowledge on forest resources and conservation, from past decades to present and their feelings about the trend of change forest cover.
  5. Establish communities’ attitude towards forest conservation and their readiness to participate in governance of forest and sustainable utilization.
  6. Document cultural and traditional practices that enhance or undermine sustainable utilization and management of forest in these two counties
  7. The communities’ knowledge and attitude on the legal and institutional framework under which forest is govern in Kenya and their attitude towards these institutions.
Methodology
The consultant is encouraged to propose effective data collection and analysis tool.
A standard KAP survey methodology is however recommended.
This will include;
  1. Identifying the areas of enquiry; identify the survey population and create a sample plan
  2. Develop the survey protocol; define the key research questions.[What is the knowledge to be assessed? What attitudes need to be assessed? What practices need to be assessed?]
  3. Design the survey questionnaire, make a data analysis plan and pre-test and finalize the questionnaire
  4. Conduct KAP Survey – Train data enumerators, Ensure quality of data collected;
  5. Analyse data and interpret the findings
  6. Writing the Report, Translate findings into action
Specific Task
The consultant will;
  • identify knowledge gaps, cultural beliefs, or behavioural patterns that may facilitate understanding and action
  • identify information that is commonly known and attitudes that are commonly held
  • identify factors influencing behaviour that are not known to most people, reasons for their attitudes, and how and why people practise certain forest resources management issues.
  • assess communication processes and sources that are key to defining effective activities and messages
  • identify needs, problems and barriers in programme delivery, as well as solutions for improving quality and accessibility of services.
  • explore ways to involve all forest resource management providers and stakeholder including KWS, KFS, County Governments, CSO.
  • identify cultural and traditional practices that have promoted or undermined conservation.
  • document communities understanding of the legal framework and institution responsible for management of these ecosystems.
  • Assess ’communities’ attitude towards the existing legislation and institutions governing forest in the two counties.
Deliverables
  1. An Inception report, 4 days after signing of the contract. The report will be presented to the NRM Advocacy Officer and the Country Director at IIRR offices. The report should include; clear methodology and data collection tools, analysis and reporting (a table of contents). A detailed work plan and budget will be part of the inception report.
  2. A draft report, 7 days after completion of data collection activities in the field.
  3. A final report, 14 days after completion of field activities.
Proposed time frame.

Profile of the consultant(s)

  1. At least a Master’s degree in Natural resources Management, Environmental science, Dryland forestry or related field.
  2. At least five years’ experience in working in field of forestry, climate change in pastoralist areas.
  3. Understanding of one or more of the local language (Boran, Samburu or Rendile) is added advantage.
  4. Clear understanding of the local operation context is required.
  5. Demonstrated evidence of carry out KAP surveys, similar or assignment related to this study is essential.
  6. Demonstrated evidence in writing analytical reports from participatory information collection is a must.
  7. Knowledge and experience in working in Northern Kenya is an added advantage.

The EOI should contain a technical and financial proposal.
The technical proposal should include; consultants understanding of the TORs, methodology, workplan or activity schedule and the final report table of contents).
A detailed CV of the consultant and a sample report should also be included as annexes.
The financial proposal should include professional fees and any other expenses required to undertake the study.
